“The role of the Islamic factor in the socio-political development of Arab countries and its evolution in terms of the Syrian uprising. (90th XX – beginning of XXI .)”
The book by the Senior Researcher, Institute of Oriental Studies Vladimir Ahmedov devoted to complex research of basic social and political processes in the Arab countries of the Middle East in the last decade of the XX century and the beginning of the XXI century. The author examines in detail the historical causes and socio-political conditions sweeping the Middle East region of Arab unrest.
On the broad historical base the author discharges a analysis of the peculiarities of socio-political and ideological development of the Arab countries in the so-called “Arab Spring.” The basic directions and tendencies of their evolution in the watershed for most countries in the region a time when many Arab countries have tried to make the transition from an authoritarian model of governance to a more liberal. A detailed investigation is the place of various Islamist groups in the conditions of the Arab uprisings, their role in citizenship, politics and armed struggle in the Arab countries, especially the example of Syria. The estimation of the main characteristics of Islamist movements and djihadists in Syria, discussed the nature of their relationship with the political regime, the army and other units of the Syrian armed resistance.
An attempt to forecast the possible ways of their evolution in the political space of Syria and the Middle East as a whole. Particular attention is paid to the study of the nature and character of the political regimes of the Arab countries of the Middle East, the prospects of stability in the face of Islamist movements and djihadists in Syria, their ideological and political views. In view of the increased activity in recent years, various kinds of Islamic organizations and their rivalry with the secular character of the national movements for political leadership in the region, the author dwells on enough research on the role of ethno-national and religious factors in the political development of the region.

“Russian team” in Syria?
As pulling the timing of convening a conference on Syria international activity, which should become the epicenter of Geneva, where it is planned its execution, increases in direct proportion to the escalation of warfare in Syria itself, the center of which is today Aleppo (Halab). Leading to the various international venues diplomatic battle for the “Geneva-I2» and bloody battle for Aleppo (Halab) are long parallel paths, using different methods and means, but at the same time, pursue the same goal – to ensure the transition of power in Syria. While there is reason to hope that, contrary to the laws of Euclidean geometry, these paths can, if you do not intersect, then, at least, match.
In fact, from the results of an eventual meeting in Geneva may depend not only on the lives of thousands of Syrians, but the fate of Syria itself, further ways of development and prospects of establishing a new order in the Middle East. In this regard, it is hoped that the periodic meetings of Russian Foreign Minister Sergei Lavrov and his American counterpart, if not dot the «i», then, at least, give the general impression of the true intentions of the US and Russia on Syria issue of concern not only to their European counterparts, demonstrating the growing discouragement while, but, above all, all Syrians, as did the rest of the Arabs and non-Arabs and.
But, if possible plans of the Obama administration can somehow be judged on the basis of numerous applications (formal, semi-formal, informal) representatives from various US agencies and allied them to all sorts of organizations, Moscow’s position in the Syrian issue, despite all the “transparency and a sequence of “our diplomacy continues to be a lot of questions, both in the Arab world and the West. It is clear that the Russian soul to the West has always been a mystery. Obviously, so they continue to study carefully the creativity FMDostoevsky.
Meanwhile, on the Russian policy in Syria, in terms of attempts to explain her written and said a lot in various publications, “thin and thick” magazines, in numerous interviews and materials of different case studies, both in Russia and abroad . But the question of what it wants Russia to Syria, and why Moscow is slow in making a final decision on the Syrian issue, continues to acutely worried about a significant part of the world community.
Not to repeat the well-known set of provisions and arguments on this issue, the author decided to turn to the memoirs of a former officer of the Syrian secret services of Brigadier General “IM”, held in one of the training centers in the 70-th of the last century the severe school of the KGB, which he shared in the pages of the Arabic-speaking Internet publication.
According to him, during the reign of Hafez al-Assad to the end of the 1990s, Moscow has played a key role in determining the main directions of the foreign policy of Syria. Matches the exclusive role of the USSR and then Russia in Syria is provided by a number of special circumstances, one of which was the presence of so-called “Russian team” in the shadow of Syrian power structures. Its representatives had the opportunity to directly influence the mechanism of decision-making on key issues of foreign policy.
“Russian team” was formed as an organized group in the early 70s and successfully operated until the end of the 90-ies of XX century. Basically it consisted of graduates of Soviet military schools, some of which was trained in intelligence centers of the KGB. Many of them have very high positions in the army, the Syrian security services, leadership of the ruling Baath Party. On most of them little known in the West and in the Middle East. A number were known only by virtue of their high positions in the public service. But the presence of “Russian team” did not know almost no one, even in Syria itself.Characteristically, despite their tremendous opportunities, thanks to hold positions in the system of real power, the team members, as can be inferred from the memoirs of Brigadier General. collaborated with Moscow mainly on the general political and ideological basis, exclusively on foreign policy and do not touch the “internal political kitchen” in Syria. In our opinion, this fact could indicate the highest degree of trust between the leaders of Syria and the Soviet Union (Russia) and the presence of tacit agreement between the relevant agencies of the two countries.
Work “team” was carried out on a sufficiently favorable background, which was designated a special attitude to Hafez al-Assad on foreign policy making. Firstly, foreign policy at H.Asade was totally pragmatic (secular) in nature and was subject to the achievement of the main goal – to confirm the role and place of the SAR as the center of the Arab Mashreq with balanced relations with Iran and Syria, KSA and good relations with the West.Secondly, H.Asad believed that the sphere of foreign policy should not be the domain of the “siloviki” and considered “overkill” unauthorized person named special services’ interference in this sensitive area. In this regard, he tried to reduce their exposure to the army and security services on the process of developing the most important foreign policy decisions. In this regard, the names of many original architects of the Syrian foreign policy were not well known even to a narrow circle close to the Syrian president, and the proposed solutions only formally carried out by the Syrian Foreign Ministry.
For example, Brigadier General “IM” was, according to him, the author of many of the key decisions in matters of building relations with Syria, Iran, Saudi Arabia, Egypt and Lebanon from 1976 to 1999. In view of the above there H.Asad relationship to the role of intelligence agencies in matters of foreign policy, members of the “Russian team” acted largely independently, outside the control of the Syrian security forces. For example “IM” leads another member of this group of Brigadier General “MS”, who oversaw one of the most important parts of the Russian-Syrian cooperation, he died under mysterious circumstances at his estate on the Mediterranean coast in Latakia. Another member of the “Russian team” A. better known in narrow circles as the “al-Ahtabut.” One of its main tasks was to prevent “distortions” in the foreign policy of SAR, as a result of a voluntary intervention in this sector leadership of a number of leading Syrian security services. It was he obliged to resign M.Holi and B.Nadjar.
One of the important factors of effective work “Russian team” was that its members were not corrupt, do not put personal gain factor at the heart of their work, have not experienced personal financial dependence on Iran and KSA and took care of maintaining the balance in the relationship with their CAP Arab and regional partners. According to brigadier general “IM” “Russian team” acted in the interests of national security of Syria, which fully meets Moscow’s policy in the Middle East, which looked at Damascus as its outpost in the region and tried not to impose the Syrian leadership their political “agenda”.
It is curious that, despite its broad penetration in Syria, Iran learned about the existence of “Russian team” relatively recently and was very wary of this fact. However, owing to a special relationship with Moscow, Tehran was forced to put up with its existence in the depths of the Syrian government. At the same time, one can not exclude the fact that the relevant departments of Iran could have the task of gradually weaken the work of the “team” and reduce the extent of its influence on the development of foreign policy decisions. But it would be naive to believe that as soon as Tehran was interested in it, other external players on the Syrian field could set ourselves the task similar way. There were opponents of “Russian team” and within Syria itself.
Critical to the “Russian team” was in 1999, which was, full of a number of adverse events in Syria, said as it turned out, very negative on the most important domestic and foreign policy development processes of the country. During this period, there was a strong exacerbation H.Asad that intensified competition for power within his inner circle and, as a result, contributed to deepening divisions within the ruling elite. It was during this period of “Russian team” decided to come to grips with the influential Syrian intelligence services t General Bahdje Suleiman. According to “IM” he first sought approaches to the members of the “team”, hoping to use their influence to strengthen its position in the immediate vicinity H.Asad. But then could not find a common language with them, and was rejected.
By the end of the 90s the situation inside the vertical of power in the SAR has changed dramatically as a result of a series of large-scale rearrangements in the army and security services, which are held within H.Asad taken his course there is no alternative to Bashar as his successor on the power field. Members of the “Russian team” had to deal with a number of highly influential figures within the new regime, and gradually began to weaken their position. It is interesting that, as said IM, one of the few who tried to help the individual members of the “team” was Assef Shawkat. Maybe he just did not see the whole picture, and had no idea with whom, exactly, is dealing with. In addition, during this period he enjoyed relative independence, being the daughter of her husband and sister H.Asada future president. But even he could not save the intercession of some members of the “team”, which will soon actually dissolved and ceased his work.
Gradually, their place in the shadow structures Syrian authorities took a group Bahdjet Suleiman, who at that time was able to get close to Bashar al-Assad and his influential cousins. One of the companions of B. Suleiman became a Major-General Hisham al-Bakhtiar, who became responsible for foreign policy and national security of SAR. In the narrow Syrian circles it is well known as the “people of Iran in Syria,” as indicated by its name. It is credited with unprecedented rapprochement with Tehran, Damascus, which is extremely negative impact on the site of SAR in Arab Mashreq, plunged the country into an endless regional struggle, turning Syria into a “playing card” in the global fight against powers in the Middle East.
According to Brigadier General “IM” Moscow saw what was going on with her former “Russian team.” Perhaps, following its principle of non-interference in the internal affairs of a friendly Syria, or on the basis of some other considerations, the Russian leadership is in fact little is done to prevent the departure of the group from the corridors of real power in the SAR. On the other hand, and in Russia by that time, much has changed. Perhaps Moscow decided to try to strengthen its relations with the new team on a new basis, which is more than meets the spirit of the time, where one of the main mottos became free market. And, perhaps, much has been done. And so to all and continued (for some time), if not for the “Arab Spring”.
Recalls IM from the beginning of the “Arab Spring” various Russian intelligence services were “scour” on Syria in search of members of his former “Russian team.” Moscow, however, got a nasty surprise. As a result of careful search revealed that no one, none of the members of the “Russian team” was not even in the slightest degree of significant positions in the Syrian leadership. As mentioned above, Moscow, of course, aware that “Russian team” is gradually weakening. But did not expect that it will be “cleaned” with such care.
Perhaps also for this reason, Moscow continues to hold on to Bashar al-Assad and his regime, knowing that if the wrong time (this is the key phrase) turn away from Damascus, Syria is in danger of losing, if not forever, then for a long time.

Save Syria: is military option the best only?
Some recent leaks of information indicate that in case of the failure of the upcoming political talks on Syria several regional countries led by America are considering the option of direct interventions (under pretext of battling ISIL) carried out by countries neighboring Syria. The core of this new plan consists of training some moderate rebel’s fronts in camps on the Turkish, Qatari, Jordanian and Saudi lands. The Saudi Arabia and Turkey are supposed to exert a major military pressure on specific fighting units near Damascus as well as in the South and the North. At least those preparations for now on have a clear policy aiming to shape the power balances in a way to affect any upcoming political negotiations.
On the other hand Egyptian-Turkish-Saudis differences (about the future role of the “Muslim Brothers” in Syria) is slowing the establishment of a joint Arab-Turkish ground force that could take part in the US-led Operation Inherent Resolve against ISIL and An-Nusra Front in Syria. Ankara insists that in order to allow access through lands for launching any ground operations to invade the lands controlled by the rebels in the Syrian north and north east, the operation must expand to include the areas controlled by Assad’s forces Meanwhile, Egypt is considering that the Arab-Turkish offense should be confined to the areas that are not controlled by Assad.
Washington believes that the Syrian opposition can enter the liberated areas and establish a government there in addition to security forces. In this case, negotiations can be held with the Assad regime in order for him to leave and to create united government. If the Assad regime collapses, then the opposition government can implement its control over the rest of Syria.
In this context, the plans of the pro-Damascus alliance to confront these new plans remain unclear so far. The Russians and the Iranians has already warned against the threat of reiterating the Libyan scenario in Syria. However, in view of the unilateral initiatives that were taken recently in Yemen it remains unclear how this warning will be translated in practice.
According to some Iranian opposition sources the rise of protests within the Iranian local arena due to the economic hardship and the spending on the wars in Iraq, Syria and Yemen, has forced Khamenei to order Brig. Dahkan to ask Russia and China to take some practical stands to support Iran in Yemen and Syria. Khamenei is insisting on proceeding with Iran’s external wars in Iraq, Syria and Yemen fearing that taking a step back in these wars will lead to an internal bruising of the Tehran regiment.
As to Russia it in fact is trying now to by side itself from the active role in Yemeni crisis keeping the neutral position. But in Syria Moscow may change its stance. As have witnessed Moscow-1, 2 forums Russia does not have any other option in Syria then Assad whom it perceives as the only guarantor of Russian interests in Syria. To date, Moscow has no acceptable alternative to Assad.
This very fact plays, in my view, a real obstacle on the way forward towards a negotiated solution. If we agree with the fact that some people in Russia feel unhappy about the energy and effort expended in Syria on behalf of Assad, then the key question is can/want Moscow find an acceptable alternative to Assad and his inner circle.
By knowing a little Russian-Syrian relations, I would hardly believe that the extensive experience (for at least 2-3 decades) that Moscow had accumulated in Syria and with the Syrian army and special services – both these key actors of the Syrian drama- prevent us from finding a collection of Syrians (grown up in our military academies and civil universities) that will protect Russian interests in Syria and in a far more effective mode than the “half man” Assad’s regime.
In view of this if only Moscow could abandon Assad (under some special preconditions for him and alawi community) it may easily take the lead in laying the groundwork for a serious negotiation process that leads to a new leadership. But to help Russia take this hard choice the pro-rebel regional coalition must show it readiness to recognize Russian interests in the Levant (not only Syria).
On the other hand many in Moscow simply couldn’t imagine a situation when Assad is removed – one way or another – and the army and special services won’t dissolve. In my view military professionals will be highly wanted under any future power. Otherwise who’ll defend Syria? Nevertheless they still believe (persuade themselves and others) that removing the head will collapse the army. I wonder why for the last 4 years they didn’t revive an infrastructure (as they should do by now) of created in the past years human capital that can be trusted and which could hold the Syria together?
And is it a big price to replace Assad’s immediate circle with nationalist, pro-resistance moderate fighters and army officers (many of them speaks Russian) and political figures who can keep the country together as well as ensure the sea access that Moscow demand in exchange of freezing the conflict and rolling back (not in Ukraine) ISIS finally?
P.S. Only one thing can”soothe” me. That in this situation we are not alone, sharing our views with Iran, Hezbollah, some political circles in USA and Israel. But enough is enough. It’s time to Save Syria. And it would be better to do it by diplomatic rather then military means.

أصبحت روسيا اليوم إحدى الدول القليلة التي تكون فيها لوبي موالي للأسد وهو لوبي نشيط
جداً ومؤثر. ويحبون في روسيا التأكيد، قولاً وكتابة، على وجود تأثير غير عادي للأطراف التي
تدعم المعارضة السورية، بدءاً من السلفيين والإخوان المسلمين ودول الخليج، وانتهاءً بواشنطن
وباريس. لكن الحقيقة هي أن فضاءنا الإعلامي والسياسي، وعلى مستوى الخبراء، نلحظ في صفوفه
موالاة غير مسبوقة للنظام السوري. ويمثل اللوبي الأسدي في روسيا شخصيات مختلفة من ذوي
الخلفيات والأجندات المختلفة، يجمعهم السعي للدفاع عن الرئيس السوري وحاشيته.
وعلينا الإشارة هنا إلى أن دمشق لا تبخل في دعم عملها في روسيا. وقد نجحت في تجميع جماعات
ذات ألوان مختلفة. ومن ضمنها شخصيات مؤثرة جداً إلى جانب أشخاص هامشيين ووصوليين. ويتبلور
انطباع بأنه يتم توحيد كل من يستطيع أن يصب الماء في طاحونة النظام السوري المتهاوي.
ويمكننا تقسيم اللوبي الأسدي في روسيا إلى المجموعات التالية:
1 .1 المتقاعدون ذوي الميول الوطنية:
من مؤسسة الأمن الروسية )الكي جي بي والاستخبارات الخارجية( ومن وزارة الخارجية الروسية الذين
عملوا في سوريا لمدد طويلة، وكانت لهم علاقات متينة مع ممثلي السلطة في دمشق، والذين بذلوا
جهوداً كبيرة من أجل توطيد البنية التحتية السياسية والعسكرية. ويعتبر الدفاع عن الأسد اليوم بالنسبة
لهم ليس مهماً بحد ذاته، فذلك هو جزء من حربهم الشخصية الكبيرة مع الغرب وأمريكا وغورباتشوف
ويلتسين، وكل من هدم الاتحاد السوفييتي، الذي اعتبروه وطنهم المثالي ودولتهم التي بنوها طيلة
حياتهم.
وهؤلاء الناس يظنون من كل قلبهم بأن سورية الأسدية هي قلعة المجابهة مع الغرب وإسرائيل، وبأن
المعارضة ما هي إلا شلة مأجورين للأجانب وهم عصابات وإرهابيين. وبذلك فهم يتعاملون ليس مع
سورية الحقيقية، وإنما مع صورتها التي شكلوها في مخيلتهم والتي أحبوها واحترموها.
ونقول بأن «معاداة الأسد لأمريكا » تتحدث عنها سنوات طويلة من التعاون مع وكالة الاستخبارات
الأمريكية )السي إي إي( في اختطاف الناس في كل العالم. ويتحدث الشارع العربي، الآن، عن أن الغرب
لا يتسرع في التدخل في سوريا، وإنما يقتصر على النشاط الدبلوماسي. وذلك يتناقض بشكل صارخ مع
ما يحدث في مالي حيث تم التدخل الغربي خلال أسابيع. ويتحدث الشارع العربي عن العلاقات السرية
الطويلة بين دمشق وتل أبيب وعن بيع مرتفعات الجولان لإسرائيل مقابل 100 مليون دولار على أعتاب
حرب حزيران 1967 ، وعن الحدود الهشة مع إسرائيل، وعن التعاون الثابت مع أجهزة استخباراتها وكأنها
تتعامل مع دولة جارة وذلك لمحاربة الثوار والمقاومين.
ومن المفارقات أن هجوم الطيران الإسرائيلي الأخير على مواقع سورية فُسِّر أيضاً لصالح الأسد. لأن
النظام حاول استثمار هذا الاعتداء ليبرئ نفسه في أعين السوريين من قصة تعاونه مع تل أبيب. ولم
يؤثر هذا الحادث على ازدياد التذمر من النظام.
وفي حقيقة الأمر فإن المسألة أعقد مما يتصور الوطنيون الروس. لكن إقناعهم بذلك أمر في غاية
الصعوبة. وكأن القضية أصبحت شخصية وعاطفية وليست سياسية. فكم يصعب على هؤلاء أن يروا
سوريا وهي تخرج من فلك روسيا، بعد أن قدموا لها كل ما يستطيعون.
2 .2 العلماء:
ومعظمهم من المستشرقين والمستعربين والمختصين في الشؤون الإسلامية وخبراء سياسيين من
مختلف المشارب، يقومون بخدمة الأسد بالطرق المتاحة. ولن نذكر هنا الأسماء التي يمكن لمن يشاء
أن يجدها في صفحات الإنترنت المتعلقة بسورية وفي وسائل الإعلام الروسية. فمنهم من يقوم بهذه
المهمة بنية صادقة وبقناعة بأن النظام الحالي على حق والمعارضة على خطأ، ومنهم من ينفذ أجندة
مرسومة، وآخرين يريدون إيصال رسالة لدمشق بأنهم يرغبون في التعاون معها. ومن خلال متابعة
طبيعة تداخلات هؤلاء جميعاً، يمكننا ببساطة أن نعرف الدوافع وراء كل متحدث.
3 .3 ممثلوا لكنيسةا لأرثوذكسيةا لروسية:
وهي لا تتدخل مباشرة في الوضع السوري، ولكنها تعبر عن قلقها على مصير المسيحيين والأماكن
المسيحية المقدسة. إلا أن بعض العاملين في الكنيسة من العلمانيين مثل رومان سيلانتيف المعروف
بنشاطه الموجه الذي ينشر التخوف من الإسلام، أيضاً انخرط في اللوبي الأسدي.
إن سيلانتيف، الذي عمل طيلة حياته من أجل منع تلقي المسلمين الروس تعليمهم الديني خارج روسيا،
وحارب دعوة مدرسي العلوم الفقهية من الأجانب إلى روسيا، بحجة أن ذلك هو السبب في كل مصائب
روسيا المتعلقة بالإسلام، قد أجرى منذ فترة قريبة استثناءً لسورية الأسدية. فقد أفصح مراراً عن تأييده
للنظام السوري الحالي وشن هجوماً قوياً على المعارضة متهماً إياها بالإرهاب والتطرف وغيره.
4 .4 لوبي التخويف من الإسلام:
تقوم شخصيات عرفت بنشاطها ضد خطط معاداة الإسلام )ومنهم العاملون في المعهد الروسي للدراسات
الاستراتيجية مثل رئيس سليمانوف ويانا أميلينا وغيرهما( بعمل منظم في الدفاع عن الأسد.
5 .5 مسؤولون مكروهون في منظمات إسلامية:
مثل رئيس المفتيين في مدينة بيرم المكروه محمد غالي حسين وصديقه المقرب فريد سليمان الذي
يسمي نفسه رئيساً لمجلس العلماء في المعهد الروسي للدراسات الاستراتيجية )علماً أنهما مطرودان
من هذا المعهد( وقد قاما بزيارة سورية بدعوة من السلطات السورية، ويستقبلون باستمرار ويرافقون
الوفود الرسمية السورية بما فيها مرافقة البطريرك كيريل كممثلين عن مسلمي روسيا.
هذان الشخصان اللذان فقدا احترام وثقة المسلمين في روسيا نتيجة سلوكهما وعلاقاتهما مع الجهات
المعادية للإسلام وبسبب الاتهامات التي يوجهونها بدون وجه حق للجميع وتأييدهما للأسد في وسائل
الإعلام. وأبلغ محمد غالي حسين المسؤولين السوريين أثناء زيارة له إلى سوريا بأن «جميع شرائح
الشعب في روسيا وطوائفه الدينية » تدعم السلطة السورية في «محاربتها للمتطرفين الإسلاميين
والضغط الأمريكي واعتداء الجماعات المسلحة .»
أما فريد سليمان فقد وصل به الخبث إلى أن يربط بين اجتماع مواطنين في مدينة محج قلعة )عاصمة
جمهورية داغستان الروسية( وبين المعارضة السورية، علماً أن الاجتماع كان مكرساً للاحتجاج على
استخدام أجهزة الشرطة والأمن الروسية أساليب غير قانونية في تعاملهم مع السكان هناك. ويزعم
سلمان بأن تعاطف الداغستانيين مع إخوتهم في الدين في الشرق الأوسط «ما هو إلا عمل مصطنع .»
ويرى سلمان بأن الاجتماع «ليس له علاقة بمسلمي داغستان الروسية وإنما شارك فيه أناس مخدوعون .»
6 .6 الجماعاتا ليسارية والقومية والوطنية:
يعتقد هؤلاء بأن دعم الأسد هو نوع من مقاومة الإمبريالية والغرب وأمريكا وغيرهم. وبناء على مبادرة
منهم تأسست «لجنة التضامن مع شعبي ليبيا وسوريا » )في الحقيقة هي لجنة تضامن مع القذافي
والأسد(. ويرأس هذه اللجنة رئيس حزب الشعب الروسي والرئيس السابق للجامعة الحكومية الروسية
للتجارة سيرغي بابورين )خطاباته تذكرنا بخطابات البعثيين(. ومن أعضاء تلك اللجنة الكاتب نيكولاي
سولوغوبوفسكي، والناشطة اليسارية داريا ميتينا )وهي من ألد أعداء المعارضة السورية(، ونواب مجلس
الدوما الروسي: أوليغ شيين والكسي كورنيينكو والرئيس المناوب لاتحاد كتاب روسيا سيرغي كوتكالو،
وغيرهم من الشخصيات الاجتماعية. وتقيم السطات السورية عالياً موقف هؤلاء وتقوم بدعوتهم إلى
سوريا وتحتفي بهم كتعبير عن شكرها. وبعض هؤلاء يعمل علنا مع النظام السوري. ومنهم السيد مرات
موسين وهو شخصية علمية واجتماعية مقربة من بابورين وصديق لسيلانتييف. وتملأ صفحات الإنترنت
أشرطة الفيديو التي يصورها موسين أثناء مرافقته لقوات الجيش الأسدي. ويروج موسين لأفكار تقول بأن
ما يحدث في سوريا يشكل «تحدياً كبيراً لحضارتنا المسيحية .»
وبالمناسبة فإن المواطن الروسي سيرغي بيريجنوي الذي جرح مؤخراً في المعارك في سوريا كان قد
حضر برفقة موسين لقضاء عطلته السنوية في سوريا وللعمل كصحفي مستقل. وقد حازت قصصه عن
الحرب على جائزة، وهو الآن يعمل قاضياً ونائب رئيس محكمة التحكيم في مدينة بيلوغورودسكي.
وتنشط كذلك بعض وكالات الأنباء وتصوير الفيديو ضعيفة الاحتراف )للغرابة فإن بعضها مسجل في
جمهورية أبخازيا( وهم جميعاً ينقلون صورة الوضع في سوريا من وجهة نظر النظام. ويقف وراء هؤلاء
ممثلو ما يسمى بالجماعات الوطنية.
7 .7 اللوبي الشيعي الموالي لإيران:
وانخرط في حملة دعم الأسد كل الموالين لإيران في روسيا، ويعتبر هذا اللوبي أكبر حليف للنظام
السوري. ومنهم حيدر جمال رئيس اللجنة الإسلامية الروسية، الذي صرح يوماً بأن إسقاط الفئة الحاكمة
في سوريا وتلاحم العالم السني سينذر بالحرب على روسيا.
8 .8 مجموعات رجال الأعمال وغيرهم:
من المتنفعين من الصلات الخاصة مع سوريا.
وغالباً ما تتقاطع هذه المجموعات فيما بينها. وقد نشاهد ضمنها الشخصيات نفسها. وهم يشاركون كل
يوم في وسائل الإعلام وفي الطاولات المستديرة، ويكتبون مقالات تحليلية ويدعمون النظام من خلال
قنواتهم الشخصية.
ويقول الكاتب والمحلل السياسي رينات محمدوف «إن أهداف ممثلي المجموعات المختلفة المؤيدة
للأسد يمكن أن تكون مختلفة ولكنها «ويا للعجب » تصب كلها في مصلحة إسرائيل ». ويضيف محمدوف
بأن دعم الأسد سيكلف روسيا غالياً، لأنها أصبحت في نظر العالم الإسلامي قوة مجابهة له. ويشير
محمدوف إلى أن «الأمر ليس كذلك. لكن الشارع العربي بدأ يستقبل روسيا على هذه الصورة السلبية
تماماً ». ويؤكد محمدوف «إذا اتخذت مؤسسات السياسة الخارجية الروسية استراتيجية رجعية مفادها
أن «روسيا هي شرطي الشرق الأوسط »، أي إذا ركزت جهودها على قمع وإدانة الربيع العربي الثوري،
وهذا ما يدعو إليه أنصار اللوبي الأسدي في روسيا، فإننا سنصل إلى نتيجة وحيدة وهي أن الشريك
الوحيد الباقي لروسيا في الشرق الأوسط هو إسرائيل وهو المطلوب على ما يبدو ■ »

من المؤكد أن عدم «ترحيب » روسيا ب «الربيع العربي » له أسباب وأبعاد عدة منها ما يتعلق
بالجيوسياسي في منطقة الشرق الأوسط ومحاولة التنافس على مناطق النفوذ مع الولايات
المتحدة والغرب، ومنها ما يتعلق بالداخل الروسي وطبيعة النظام السياسي في روسيا. ويتشابك الخارج
والداخل في الموقف الروسي من الثورات العربية في معادلة روسية براغماتية تختلط فيها بقوة
المصالح والمخاوف من انتقال «العدوى »، وفقدان ما تبقى لروسيا من مواقع موروثة من العهد
السوفياتي في المنطقة.
الفرصة التاريخية ونظرة روسيا للثورات العربية
تنطلق روسيا في نظرتها «المتحفظة » للثورات العربية من محاولتها التنافس مع الولايات المتحدة
الأمريكية والناتو على مناطق النفوذ في العالم بما فيها منطقة الشرق الأوسط، وهو المبدأ الموروث
من العهد السوفياتي، وإن تلاشى عنه القناع الأيديولوجي ليبقى الصراع أو التنافس على المصالح واضحاً
وصريحاً. ولذلك نجد موسكو تعتبر «الربيع العربي » صناعة أمريكية غربية تهدف إلى إعادة تغيير
خريطة العالم والشرق الأوسط وبناء نظام عالمي تهيمن عليه الولايات المتحدة الأمريكية وحلفاؤها.
وتربط موسكو موقفها أيضاً بأهمية الحفاظ على الاستقرار في الدول العربية، وهو ما يعني في التفكير
الروسي الرسمي ضرورة الحفاظ على الأنظمة القائمة بغض النظر عن استبدادها وفسادها، طالما أن
هذه الأنظمة تحقق لروسيا بعض المكاسب. ولكن هذا لا يمنع القيادة الروسية من التعامل ببرغماتية
شديدة مع نتائج الثورات العربية في محاولة للحفاظ على مصالحها.
وإذا كانت موسكو لم تعلق عملياً على الثورة التونسية إلا بعد هروب زين العابدين بن علي إلى
السعودية، حيث أصدرت الخارجية الروسية بياناً دعت فيه إلى الاستقرار في تونس وحذرت رعاياها من
السفر إلى السياحة في هذا البلد العربي، فإنها انخرطت بدرجة أكبر في أحداث ثورة 25 يناير في مصر
عبر بيانات الخارجية وتصريحات المسؤولين الكبار الروس وإرسال ألكسندر سلطانوف مبعوث الرئيس
الروسي آنذاك للقاء مبارك قبل يومين من خلعه، داعية للحفاظ على الاستقرار وعدم التدخل في الشؤون
المصرية الداخلية. فموسكو كانت تعول على نظام مبارك في تطوير العلاقات بين البلدين سياسياً
واقتصادياً، حيث شهدت هذه العلاقات في السنوات الماضية تطوراً ملحوظاً تمثل في زيادة واضحة في
حجم التبادل التجاري السلعي وتزايد أعداد السائحين الروس الوافدين إلى مصر، الذين وصل عددهم
إلى 1.8 مليون سائح في عام 2010 . كما كانت موسكو تأمل في فتح أبواب السوق المصرية أمام رأس
المال الروسي عن طريق إنشاء منطقة صناعية روسية خاصة في مصر وتطوير التعاون في مجال الطاقة،
وعقد صفقات لبيع السلاح الروسي وقطع الغيار للأسلحة السوفياتية الموجودة لدى الجيش المصري.
ومنح الرئيس المخلوع حسني مبارك هذه الفرصة لموسكو عندما بدأ في تحسين العلاقات معها في
التسعينيات من القرن الماضي، ولكن ليس على حساب العلاقات مع الولايات المتحدة والغرب. ولا
يخفى أن مصر التي خرجت من دائرة نفوذ موسكو في السبعينيات من القرن العشرين على يد الرئيس
أنور السادات وتحولت إلى دائرة النفوذ الأمريكي، كانت تمثل أحد المنافذ لعودة روسيا إلى الشرق
الأوسط والمنطقة العربية بعد سنوات من الغياب في أعقاب انهيار الاتحاد السوفياتي، حيث أصبحت
السياسة الخارجية الروسية أكثر برغماتية وتحرراً من القيود الأيديولوجية. ولذلك كانت موسكو الرسمية
أميل، وحتى اللحظة الأخيرة، إلى دعم الرئيس المخلوع حسنى مبارك من خلال الدعوة إلى الحفاظ على
الاستقرار ورفض الضغوط الخارجية على مبارك وتجنب العنف وضرورة الحوار بين طرفي الأزمة. لقد
كانت موسكو الرسمية تعتقد أن ما يجري في مصر ليس ثورة، وإنما مجرد أزمة يمكن التغلب عليها عن
طريق الحوار والتفاوض بين الأطراف المشاركة فيها من أجل الحفاظ على «الاستقرار »، أي الحفاظ على
مبارك ونظامه بعد إدخال بعض الإصلاحات التجميلية.
وفي سياق محاولات التأكيد على اليد «الأمريكية – الغربية » في الثورة المصرية، حذر الرئيس الروسي
دميتري ميدفيديف في العام 2011 من خطورة المساس بوحدة الدول ذات الكثافة السكانية المرتفعة،
مثل مصر، واحتمالات تفكك هذه الدول إلى أجزاء صغيرة ووصول المتطرفين إلى السلطة، قائلاً «إن
مثل هذا السيناريو كان معداً لروسيا من قبل، وسيحاولون تنفيذه ». ويقصد ميدفيديف هنا الولايات
المتحدة الأمريكية والغرب. كما حذر فلاديمير بوتين من تأثير احتمال وصول الإسلاميين المتطرفين إلى
السلطة على الوضع في شمال القوقاز الروسي. ولكن بعد تخلي مبارك عن الحكم، سارع وزير الخارجية
الروسي سيرغي لافروف لزيارة القاهرة في مارس / آذار 2011 لمد الجسور مع المجلس العسكري. كما
أنه التقى أثناء هذه الزيارة بعض ممثلي شباب الثورة حسب مصادر روسية. في نفس الوقت حرص
السفير الروسي في مصر على الاجتماع بممثلي حزب «الحرية والعدالة » المنبثق عن جماعة «الإخوان
المسلمين »، بالرغم من أن هذه الجماعة لا تزال على القائمة الروسية للمنظمات الإرهابية.
وفي ما يتعلق بالثورة اليمنية رحبت موسكو بالمبادرة الخليجية على أساس أنها تضمن الاستقرار في
اليمن عبر استبدال الرئيس علي عبد الله صالح بنائبه مع الحفاظ على استمرار النظام، الذي لديه
علاقات اقتصادية وعسكرية مع موسكو. وأثناء الثورة الليبية تقلب الموقف الروسي من القذافي
والمجلس الانتقالي الليبي عدة مرات. في البداية كانت روسيا ترفض التغيير في ليبيا وبعد ذلك انضمت
إلى صفوف المطالبين بخلع القذافي، ومن ثم امتنعت عن التصويت على قرار مجلس الأمن الدولي
رقم 1973 لحماية المدنيين وفرض حظر جوي على ليبيا، مما سمح لحلف شمال الأطلسي بتوجيه
ضربات جوية لكتائب القذافي. وهنا دب الخلاف داخل النخبة الحاكمة الروسية، حيث وصف فلاديمير
بوتين العمليات العسكرية للناتو ب «الحروب الصليبية »، في وقت بدا فيه دميتري ميدفيديف أكثر قرباً
من الموقف الغربي تجاه القذافي. وفي سبتمبر / أيلول 2011 عندما بات واضحاً أن مصير القذافي
قد حُسم، سارعت موسكو إلى مد جسور الحوار مع المجلس الانتقالي الليبي ودعته لزيارة موسكو،
مشترطة ضرورة الحفاظ على عقود شركاتها العاملة في مجال الطاقة والبنية الأساسية، التي وُقعت مع
العقيد القذافي.
ولعل الموقف الأكثر تشدداً لروسيا تجاه «الربيع العربي »، هو موقفها من الثورة السورية. فمنذ اللحظة
الأولى رفضت موسكو أي إدانة لممارسات بشار الأسد وتبنت الرواية الرسمية للنظام، التي تنفي وجود
الثورة وتسوق ما يجري على أنه مواجهة مع مجموعات مسلحة متطرفة. ولم تسفر زيارات المعارضة
السورية للعاصمة الروسية عن حلحلة الموقف الروسي، بل أفهم المسؤولون الروس المعارضة السورية
أن عليهم التفاوض مع بشار الأسد ووقف العنف من طرف المسلحين. ولكن هذا لم يمنع وزير الخارجية
الروسي سيرغي لافروف، الذي وصف المعارضة السورية بالمتشددة، من التلميح في شهر يوليو 2011
أثناء مقابلة مع قناة «روسيا – »24 التلفزيونية إلى إمكانية السيناريو اليمني في سورية قائلا: «نحن
نريد أن يكون الموقف تجاه سورية كما هو الموقف تجاه اليمن .. فعلى الرغم من أن اليمن شهد
اشتباكات مسلحة خطيرة، فلا أحد يحاول إثارة الوضع هناك أو ينحاز لأي طرف من طرفي النزاع أو
يرفع القضية إلى مجلس الأمن الدولي .. وهذا ما نريده لسورية، ونحن نرى أن شركاءنا الغربيين يجب
أن يتخذوا الموقف ذاته ». وإمعاناً في المراوغة السياسية حذر الرئيس الروسي دميتري ميدفيديف في
أغسطس 2011 نظيره السوري من «مصير محزن »، إذا لم يبدأ حواراً مع المعارضة ويباشر بالإصلاحات
في سورية. ولكن عندما نُقل الملف السوري إلى مجلس الأمن الدولي استخدمت روسيا الفيتو ورفضت
أي إدانة لنظام الأسد وأصرت على تحميل مسئولية العنف لطرفي النزاع، كما رفضت أي عقوبات أممية
على النظام السوري متوافقة في ذلك مع الصين. ثم دعمت موسكو جهود كوفي عنان، ومن بعده
الإبراهيمي، وصولاً إلى وثيقة «جنيف »، التي أصرت القيادة الروسية على خلوها من أي إشارة مباشرة
لتنحي الأسد.
الداخل الروسي و «الربيع العربي »
يمكن القول، ومن دون مبالغات كبيرة، إن «الربيع العربي » أثر بدرجة ما على الداخل الروسي. ففي
مارس / آذار 2011 ، أوضح استطلاع للرأي أن 49 % من الروس الذين شاركوا في الاستطلاع عبروا عن
استعدادهم للخروج إلى الشارع للاحتجاج ضد السلطات الرسمية بسبب الأوضاع الاقتصادية والسياسية
في روسيا. وقبل ذلك في 14 فبراير / شباط 2011 ، أي بعد أيام قليلة من خلع مبارك، خرجت مظاهرة
للمعارضة الروسية في قلب العاصمة موسكو، رافعة شعاراً يقول «روسيا ستسير على خطى الثورة
المصرية ». وبعد الانتخابات البرلمانية الأخيرة، التي جرت في ديسمبر / كانون الأول 2011 ، والتي شابها
التزوير بشكل فاضح لصالح حزب السلطة )حزب بوتين(، انطلقت احتجاجات شعبية لم يسبق لها مثيل
في موسكو ومدن روسية أخرى منذ مطلع تسعينيات القرن الماضي. وطالبت هذه الاحتجاجات بإجراء
انتخابات نزيهة وتنحى بوتين عن السلطة وعدم عودته إلى الكرملين. ولكنه عاد إلى عرش الكرملين
مرة أخرى عبر انتخابات رئاسية في الرابع من مارس / آذار 2012 ، تقول عنها المعارضة الشعبية الروسية
إنها كانت مزورة أيضاً.
إن طبيعة النظام السياسي الذي تشكل في روسيا مع صعود فلاديمير بوتين إلى سدة الحكم في عام
2000 ، تمثل عاملاً هاماً في تفسير الموقف الروسي المتحفظ من «الربيع العربي ». فهذا النظام يعتمد
ما يسمى «الديمقراطية الموجهة »، التي تسمح بتبادل السلطة العليا في البلاد داخل النخبة الحاكمة
الضيقة وليس على التداول الحر للسلطة السياسية. ومثال اختيار بوتين لميدفيديف ليخلفه في رئاسة
روسيا في الانتخابات الرئاسية لعام 2008 لدليل واضح على ذلك. كما أن عودة بوتين من جديد للكرملين
تعكس بوضوح «لعبة الكراسي الرئاسية » التي يتبعها، والتي بدأ الكثير من الروس يشعرون بالتململ
منها.
إن نظم «الديمقراطية الموجهة » هي نظم تستخدم الستار الديمقراطي «للتغطية » على طبيعتها
التسلطية سواء الصريحة أو المستترة. وهذه النظم تتضمن بعض الحريات والحقوق، التي تُستخدم في
الأساس للاستهلاك الخارجي أمام الرأي العام الدولي، وللاستهلاك الداخلي أمام قوى المعارضة التي يعمل
نظام «الديمقراطية الموجهة » على إضعافها باستمرار. وتختلف «الديمقراطية الموجهة » عن النظام
التسلطي الصريح بأنها مغلفة ببعض مظاهر الديمقراطية الدستورية الحديثة، حيث تُوجد انتخابات
برلمانية ورئاسية، ودستور وحرية «مُقيدة » للتعبير عن الرأي. ففي روسيا، على سبيل المثال، نلاحظ
وجود ملامح لحرية التعبير عن الرأي. وهذا يرجع إلى أن السلطة الروسية تدرك أن مثل هذه الحرية
«المُقيدة » للتعبير عن الرأي لن تؤثر كثيرا على الوضع في روسيا ولذلك تسمح بها. وهذه الحريات
المُقيدة – في رأي بعض الباحثين الروس – ربما تتشابه مع الوضع الذي كان قائماً في مصر نهاية عهد
الرئيس المخلوع حسني مبارك. ويقتصر دور الناخب في «الديمقراطية الموجهة » على مباركة نتائج
الانتخابات، حيث يُحرم من حق الاختيار الحقيقي أثناء الانتخابات عن طريق تزوير إرادته.
إن نظام «الديمقراطية الموجهة » في روسيا وضع أساسه الرئيس الروسي الأسبق بوريس يلتسين عندما
قصف البرلمان في 1993 بالدبابات، وأقر دستوراً جديداً يمنحه صلاحيات قصوى في مواجهة السلطة
التشريعية، وعندما شاب التزوير الانتخابات الرئاسية لعام 1996 ، التي فاز بها يلتسين ليستمر لولاية ثانية
بمساعدة المال السياسي الملتحم مع السلطة، وأخيراً عندما «ورث » الحكم لفلاديمير بوتين في نهاية
عام 1999 . وجاء بوتين ليرسخ «الديمقراطية الموجهة » في روسيا على مدار ولايتين رئاسيتين ) 2000 –
2008 (، وعبر توليه منصب رئيس الوزراء في 2008 . ومع عودة بوتين إلى عرش الكرملين في 2012 تبين
أن السلطة الحاكمة ونخبتها ترغب في البقاء في الحكم مدى الحياة، وترفض تداول السلطة مع القوى
السياسية الأخرى بطريقة شفافة ونزيهة. ولذلك اندلعت موجة من التظاهرات والاحتجاجات الشعبية
على تزوير الانتخابات البرلمانية التي جرت نهاية 2011 ، وعلى عودة فلاديمير بوتين إلى عرش الكرملين
لولاية ثالثة. وكما يقول الباحث الروسي، فلاديمير بريبيلوفسكي: «إن ما يجري في روسيا يهدد بالانتقال
من الديمقراطية الموجهة إلى النظام التسلطي الصريح ». وبعبارة أخرى يمكن القول إن «الديمقراطية
الموجهة » قابلة للتحول إلى التشدد والتسلط وربما الديكتاتورية.
بجانب ذلك يخشى الكرملين أن يؤثر صعود الإسلاميين في بلدان «الربيع العربي » على منطقة القوقاز
الروسي وعلى المسلمين الروس عموما، الذين تقدر أعدادهم اليوم بأكثر من 20 مليون مسلم. ويسود
اعتقاد لدى الكرملين بأن الصعود الاسلامي في البلدان العربية قد يُنعش النزعة الانفصالية في القوقاز
الروسي من جديد. ولكن هذا، برأينا، من مبالغات السياسة الروسية، لأن الحديث يدور اليوم عن
احتجاجات شعبية في عموم روسيا تطالب بالحرية وتداول حقيقي للسلطة والتخلص من معادلة احتكار
السلطة والفساد المستشري.
لقد حذر بوتين عدة مرات من صعود الإسلاميين الراديكاليين في بلدان «الربيع العربي » على الوضع في
شمال القوقاز الروسي. وفي مقال نشرته صحيفة «موسكوفسكييه نوفوستي » الروسية في عددها الصادر
27 في شهر شباط 2012 تحت عنوان «روسيا والعالم المتغير »، يقول بوتين «إن العديد من البلدان
العربية شهد قبل عام مظاهرات متزامنة ضد أنظمة الحكم الفردي. وكان هناك أمل في أن يؤدي «الربيع
العربي » إلى تغيرات إيجابية. ولكن سرعان ما بات واضحاً أن أحداث الكثير من البلدان لا تأخذ المنحى
الحضاري، إذ جرى استبدال سيطرة إحدى القوى بسيطرة قوة أخرى أكثر تشدداً وبطشاً بدلاً من ترسيخ
الديمقراطية وحماية حقوق الأقليات ». تقييم بوتين هذا، الذي يلمح فيه إلى خطر وصول الإسلاميين
إلى السلطة في بلدان «الربيع العربي »، لم يمنعه بأي حال من الأحوال في إطار البرغماتية الروسية أن
يتواصل مع هؤلاء الإسلاميين عبر سفراءه في البلدان العربية المعنية، ولم يمنعه من استقبال الرئيس
المصري، محمد مرسي، الذي يمثل جماعة «الإخوان المسلمين » في مصر. إن هذا الخوف من انتقال
«عدوى » الربيع العربي إلى روسيا عامة أو إلى القوقاز خاصة، دفعت ببعض المحللين الروس من ذوي
التوجهات القومية للحديث عن «تحالف أمريكي – إسلامي » ضد روسيا، وهو ما يلقى رواجاً في بعض
الدوائر الرسمية والإعلامية الروسية.
المصالح الروسية و «ربيع العرب »
بعد انهيار الاتحاد السوفياتي دعت روسيا، ولا تزال، إلى بناء عالم متعدد الأقطاب في محاولة منها
للحفاظ على مصالحها بسبب اقتراب حلف الناتو من حدودها ومرابطة طائرات هذا الحلف في دول
البلطيق على مقربة من العاصمة الروسية، وبسبب التهديدات التي تراها محتملة على أمنها من جراء
الدرع الصاروخية. وسارعت القيادة الروسية مع وصول بوتين إلى سدة الحكم في عام 2000 إلى ترتيب
أوراقها على الساحة الدولية والشرق الأوسط. فكان بوتين أكثر زعيم روسي في عدد زيارته إلى البلدان
العربية إبان ولايته الرئاسية الثانية ) 2004 – 2008 (، حيث زار مصر والجزائر والمغرب والمملكة العربية
السعودية والإمارات وقطر والأردن وليبيا والأراضي الفلسطينية. وأكمل ميدفيديف هذه الزيارات بزيارة
سوريا في عام 2010 بجانب بعض الدول العربية الأخرى من بينها مصر والجزائر.
وكان الهدف من وراء هذه الزيارات فتح الطريق أمام الشركات الروسية العاملة في مجال الطاقة
ومشاريع البنية الأساسية للعمل في هذه البلدان وبيع الأسلحة الروسية لها. وبالفعل تمكنت القيادة
الروسية من زيادة حجم التبادل التجاري مع البلدان العربية من أقل من ملياري دولار في عهد الرئيس
الروسي الأول بوريس يلتسين في تسعينيات القرن الماضي إلى حوالي 8 مليارات دولار في 2010 .
في مقاله «روسيا والعالم المتغير »، المذكور أعلاه، يفصح بوتين بوضوح عن هواجسه من تأثير «الربيع
العربي » على المصالح الاقتصادية الروسية في البلدان العربية. فيقول «إن الشركات الروسية تفقد
مواقع عملت من أجلها خلال عشرات السنين في أسواق البلدان التي اجتازت «الربيع العربي » ويتم
تجريدها من عقود كبيرة في هذه الأسواق مثلما حصل في العراق في وقت سابق، وتحتل هذه المواقع
شركات الدول التي كانت لها اليد الطولى في تغيير أنظمة الحكم. وقد يخطر على بال المرء أن الأحداث
المأساوية لا يقف وراءها الحرص على حماية حقوق الإنسان بقدر ما تقف وراءها رغبة أحد ما في
إعادة اقتسام الأسواق. على أي حال فإننا لا يمكن أن ننظر نظرة هادئة إلى هذا، ونعتزم أن نعمل مع
السلطات الجديدة في البلدان العربية على استعادة مواقعنا الاقتصادية في وقت سريع ». إلى هنا ينتهي
الاقتباس من مقال بوتين، والذي يعكس بوضوح أن الموقف الروسي من الثورات العربية يتعلق بأسواق
فقدتها أو قد تفقدها روسيا بسبب هذه الثورات وأنها تسعى حالياً للبحث عن طرق لاستعادة هذه
الأسواق، بما في ذلك التعامل مع الحركات الإسلامية الصاعدة في المنطقة، والتي عبر بوتين مراراً وتكراراً
عن خشيته منها على القوقاز. وربما يفسر هذا جزئياً تشدد روسيا تجاه الثورة السورية، فالأمر يبدو
وكأنه يتعلق بحصول موسكو على ضمانات كافية للبقاء في السوق السورية وغيرها من البلدان العربية.
في هذا السياق تعمل أيضاً الآلة الإعلامية الحكومية الروسية عبر مقالات وتصريحات تُعدد حجم
الخسائر، التي تكبدتها روسيا وسوف تتكبدها بسبب الثورات العربية. ففي مقال نُشر في صحيفة
«نيزافيسمايا » ذائعة الصيت بتاريخ 29 شباط 2013 ، يكتب إيغور ناؤموف «إن تغيير وخلع الأنظمة
الحاكمة في الشرق الأوسط وشمال أفريقيا يحمل ضرراً كبيراً للاقتصاد الروسي، فالشركات الروسية
تفقد عقوداً مفيدة وأسواق هامة في هذه المنطقة. ومن ثم ستتحمل ميزانية الدولة الروسية خسائر
بمليارات الدولارات ». ويفسر كاتب المقال موقف موسكو المدافع عن النظام الحاكم في سورية بحجم
استثمارات الشركات الروسية في الاقتصاد السوري، التي يقدرها ب 20 مليار دولار في مشاريع البنية
الأساسية والطاقة والسياحة. ويضيف إلى هذه الخسائر بعض العقود العسكرية المحتملة التي تم بحثها
مع النظام السوري بمبلغ 4 مليارات دولار، بجانب شطب روسيا لأربعة مليارات دولار أخرى من ديون
سورية التي كانت مُستحقة للاتحاد السوفيتي.
وفي ما يتعلق بليبيا يشير المقال إلى خسائر روسيا المتمثلة في عقد لتوريد أسلحة روسية للعقيد
القذافي بمبلغ 1.8 مليار دولار جرى التوقيع عليه في يناير 2010 ، وعقود أخرى افتراضية نُوقشت مع
النظام الليبي السابق تتعلق ببيع طائرات حربية وللنقل العسكري ومنظومات للدفاع الجوي بمبلغ
إجمالي 4.5 مليار دولار. إضافة إلى أكثر من 4.5 مليار دولار شطبتها روسيا من مديونية ليبيا المستحقة
للاتحاد السوفيتي السابق في أبريل 2008 مقابل شراء أسلحة روسية وعقود للشركات الروسية في مجال
الطاقة والبنية الأساسية. كما أن شركة السكك الحديدية الروسية في 2008 ، فازت بمناقصة لبناء خط
سكك حديدية سريع في ليبيا بمبلغ إجمالي 2.2 مليار يورو. ويعترف كاتب المقال بأن 40 % إلى 50 %
من قيمة العقود التي وقعت مع القذافي كانت عبارة عن عمولات غير مشروعة تدخل في إطار الفساد
المالي. ويختتم الكاتب الروسي مقاله هذا بالتحذير من أن ما حصل مع روسيا في العراق في 2003
وخسرت موسكو بسببه أكثر من 30 مليار دولار )حسب تقديراته( يتكرر اليوم معها في ليبيا وسورية
وبعض البلدان العربية الأخرى بسبب الثورات العربية. ولكن من يحسب الخسائر الاقتصادية والعسكرية
الروسية من جراء «الربيع العربي » يتناسى مكاسب روسيا الهائلة من ارتفاع أسعار النفط والغاز خلال
السنوات الأخيرة، والتي أدت عملياً إلى تحقيق نمواً اقتصادياً كبيراً في روسيا بما في ذلك زيادة الأجور
والمرتبات.
بعض المراقبين يضيف إلى أسباب تشدد روسيا في موقفها من الثورة السورية وجود قاعدة عسكرية
بحرية روسية في طرطوس. ولكن هذه «القاعدة » في حقيقة الأمر هي مجرد مركز لصيانة السفن
وتزويد الأسطول العسكري الروسي بالوقود والمؤن عند مروره عبر البحر المتوسط. وفي السنوات
الماضية كثر الحديث عن تحويل هذا المركز إلى قاعدة عسكرية فعلية للأسطول العسكري البحري
الروسي، ولكن لم تتخذ خطوات عملية في هذا الموضوع حتى يومنا الحاضر.
النخبة الروسية والأزمة السورية
في سياق الموقف الرسمي الروسي «المتحفظ » تجاه الحراك الثوري العربي عامة، و «المتشدد » تجاه
الحراك الثوري السوري خاصة، تبرز أهمية التعرف على آراء ومواقف النخبة الروسية من سياسيين
وإعلاميين وأكاديميين من هذا الموضوع لما لهم من تأثير على الرأي العام الروسي وصانع القرار في
الكرملين. ونبدأ بالسياسي المخضرم والمختص في شؤون الشرق الأوسط يفغيني بريماكوف، الذي أيد
عملياً ثورتي تونس ومصر وفند مزاعم روسية بأن الثورة المصرية كانت من صناعة أمريكية – غربية
في مؤتمر صحفي عقده خصيصاً بعد تخلي مبارك عن السلطة في شباط 2011 . لقد قال بريماكوف
حينذاك «لقد ظننا أن الثورات الاجتماعية ضد الأنظمة الاستبدادية باتت من الماضي، ولم نأخذ في
الحسبان التطورات، التي جرت في العالم مثل تطور الإنترنت، ووسائل الاتصال الحديثة ». ودافع عن
الثورة المصرية ونفى عنها شبهة ارتباطها بالولايات المتحدة الأمريكية.
ولكن مع الحراك السوري بدأ بريماكوف بالتنظير حول ضرورة التمييز بين ثورتي تونس ومصر السلميتين
وما جرى في ليبيا ويجري في سوريا. وأعلن بريماكوف في عدة مقابلات صحافية أن القذافي وبشار
الأسد واجها منذ البداية جماعات مسلحة على عكس الطريقة السلمية التي جرت بها الأحداث في تونس
ومصر، مشدداً على أن الغرب خدع روسيا وشن الحرب على ليبيا بالرغم من أن القرار 1973 لم يخوله
بذلك. ويصف السياسي الروسي المخضرم موقف بلاده من الأحداث في سوريا بالأخلاقي، ويقول «أعتقد
أن روسيا تنتهج موقفاً يمكن أن نسميه بأنه الموقف الوحيد الصحيح في هذه الأوضاع. فلو كنت رئيساً
للحكومة حالياً أو وزيراً للخارجية، لكنت اتخذت الموقف نفسه. والأمر الذي يعجبني أن هدفنا ليس
الحصول على مكاسب من هذا الصراع بأية وسيلة، لأن موقفنا أخلاقي وجوهره المحافظة على حياة
الملايين من الناس، وكذلك الاهتمام باستقرار منطقة مهمة.
أما المفكر والمنظر الجيوسياسي ألكسندر دوغين زعيم حركة أوراسيا الروسية، فيعتبر أن الولايات
المتحدة تؤسس لشرق أوسط جديد انطلاقاً من مصالحها فقط عبر نشر الفوضى ودون أن تأخذ في
الحسبان مصالح الدول الأخرى. ويقول دوغين «إن مصالح روسيا تكمن في منع تأسيس عالم أحادي
القطبية والسعي لبناء عالم متعدد الأقطاب بغض النظر عن مصالح ورؤى الولايات المتحدة الأمريكية .»
ويعتبر أن مصير العالم المتعدد الأقطاب يتقرر اليوم في سوريا، ولذلك يجب على موسكو – برأيه – عدم
التخلي عن بشار الأسد. ويصل دوغين إلى حد القول بأن «تخلي روسيا عن بشار الاسد سيعني أنها تكتب
شهادة وفاتها ووفاة العالم متعدد الأقطاب.
ويصر الكسندر إيغناتينكو، مدير معهد دراسات الأديان والسياسة وعضو لجنة الأديان التابعة للرئيس
الروسي، يصر على تشبيه ثورات «الربيع العربي » بالثورات الملونة في جورجيا ) 2003 ( وأوكرانيا ) 2004 (
من حيث إنها صناعة أمريكية – غربية. ويرى أن ما يجري في بعض البلدان العربية افتُعل من قبل
السعودية وقطر والإمارات من أجل مواجهة إيران وكل ذلك مرتبط مع خطوط نقل النفط. أما إيغور
بانارين أستاذ علم السياسة في جامعة موسكو، فيشدد من جانبه على أن دعم روسيا لبشار الأسد يؤكد
على أن موسكو لا تتخلى عن حلفائها ويطالب بضرورة توسيع مناطق النفوذ الروسية حول العالم. ومن
جانبه يؤكد الصحفي الروسي ذائع الصيت والمقرب من الكرملين، ماكسيم شيفشينكو، أن تجربة روسيا
المريرة مع الأزمة الليبية كانت ضربة قوية لمصالح روسيا. ويطالب شيفيشنكو القيادة الروسية بالوقوف
إلى جانب النظام السوري والاستمرار في دعم بشار الأسد وعدم تأييد الغرب وقطر والسعودية في
مساعيهم لإسقاط النظام السوري لأن هذا، في رأيه، سيعني انتقال الحرب مباشرة الى الحدود الروسية.
ويعتبر دفاع موسكو عن النظام السوري هو دفاع عن روسيا نفسها.
على خلفية مواقف وآراء تلك العينة المشار إليها أعلاه من النخبة الروسية والتي هي الأكثر تأثيراً على
الرأي العام في روسيا، تظهر بين الفينة والأخرى آراء ومواقف أخرى لبعض المحللين والمراقبين الروس
تتسم بالمرونة في نظرتها للحراك العربي. فالمحلل السياسي المعروف إيفان سافرانتشوك يعتبر أن
الأزمة السورية وضعت الدول التي تدعم الأسد وتلك التي تطالب برحيله في موقف لا تحسد عليه.
ويرى أن روسيا فقدت الكثير من شعبيتها في الشارع العربي بسبب موقفها من الأزمة السورية. ويقول
«إن روسيا لا تريد أن تتكرر في سورية سيناريوهات سبق أن جُربت في أماكن أخرى وأسفرت عن نتائج
مأساوية، ولا تريد كذلك أن تنتقل عدوى التطرف الديني السني من سوريا إلى منطقة شمال القوقاز
أو إلى آسيا الوسطى خاصة وأن رؤساء جمهوريات أوزبكستان وكازاخستان وطاجيكستان، ليسوا أفضل
من الرئيس السوري .»
ويرى فيودور لوكيانوف رئيس تحرير مجلة «روسيا في السياسة الدولية » أن موقف روسيا إزاء الأزمة
السورية القائل بأنها تتمسك بمبادئ القانون الدولي ولا تتمسك بالأسد لا يلقى تفهماً في العواصم
العربية. ويقول «عندما قررت روسيا أن تكبح جماح الغرب، وتلعب نفس الدور إزاء الأزمة السورية،
فوجئت بحكومات الدول العربية، كلها تقريبا، تقف على الضفة الأُخرى ». ويطالب لوكيانوف على
استحياء الدبلوماسية الروسية في مقالات أخرى بإعادة النظر بدرجة أو بأخرى في كيفية حل الأزمة
السورية.
وتعتقد مارينا سابرونوفا الأستاذة بجامعة العلاقات الدولية والمتخصصة في العلوم الشرقية بعدم قدرة
أي طرف من أطراف النزاع في سوريا على الحسم العسكري. وتقول «في هذه الحالة ينبغي انعاش
الحلول السلمية، حيث يمكن لروسيا أن تساعد الأخضر الإبراهيمي في هذا الشأن ». وتضيف الباحثة
الروسية «إن موقف الإبراهيمي من التسوية في سوريا قريب من الموقف الروسي والصيني، حيث إنه
يدعو إلى ضرورة مشاركة جميع الأطراف في المفاوضات السلمية، بما في ذلك الرئيس بشار الأسد .»
وترى مارينا سابرونوفا أن الوقت حالياً مناسب لقيام روسيا بالوساطة من خلال الضغط على الحكومة
السورية، كما أنه مناسب – من وجهة نظرها – من حيث ضرورة اللجوء إلى المراقبة الدولية لما يجري
على الأرض في سوريا وإمكانية البداية بمفاوضات ولو جزئية بين الأطراف المتنازعة عن طريق عقد
مؤتمر دولي في عاصمة محايدة. وتخلص مارينا سابرونوفا إلى استنتاج مفاده أن مصالح روسيا في
الشرق الأوسط تكمن قبل أي شيء في مجال الأمن، وأن استعادة سمعة روسيا في هذه المنطقة،
والتي تضررت على خلفية الربيع العربي، ستكون أمراً معقداً وصعباً لأن موسكو تخسر بقوة في الحرب
الإعلامية الدائرة حالياً.
هكذا تبدو مواقف وآراء النخبة الروسية من الحراك العربي ومن الأزمة السورية وتتراوح كما رأينا بين
تبني كامل للموقف الرسمي وبين محاولات بتوخي بعض الموضوعية. وقد لعبت هذه الآراء وتلك دوراً
كبيراً على مدار العامين الماضيين في تشكيل الرأي العام الروسي، الذي بات في قسم كبير منه ينظر
بحذر شديد للربيع العربي.
هل سيتخلى بوتين عن الأسد؟
بعد عودته إلى الكرملين من جديد لولاية رئاسية ثالثة لمدة ست سنوات قادمة قد تطول إلى 12 سنة
)أي حتى عام 2024 ( يتردد السؤال المطروح أعلاه – هل سيتخلى بوتين عن بشار الأسد؟ يقول بوتين
في مقاله المنشور بتاريخ 27 / 2 / « 2012 لا يجوز لأحد أن يحاول تنفيذ السيناريو الليبي » في سورية.
ويجب أن يبذل المجتمع الدولي جهوده في سبيل تحقيق المصالحة بين السوريين. ومن الهام بمكان
أن يتم وقف العنف مهما كانت مصادره في أسرع وقت، وإطلاق الحوار الوطني الشامل بين السوريين
دون شروط مسبقة ودون تدخل أجنبي مع احترام سيادة الدولة. وسيمهد هذا لتنفيذ ما أعلنته القيادة
السورية من إجراءات لإشاعة الديمقراطية ». هذا الاقتباس يتكون عملياً من معظم البنود التي جاءت في
الاتفاق العربي الروسي، الذي تم التوصل إليه أثناء اجتماع وزير الخارجية الروسي سيرغي لافروف في
العاشر من مارس / آذار 2012 مع وزراء الخارجية العرب في مقر الجامعة العربية بالقاهرة. وهو اتفاق
مثل، برأي الكثيرين، تراجعاً عربياً لصالح الموقف الروسي.
ولأن روسيا تدرك جيداً عدم رغبة الولايات المتحدة والدول الغربية الأخرى بالقيام بعمل عسكري ضد
نظام بشار الأسد بسبب العديد من الاعتبارات ضمنها الموقف الإسرائيلي من الثورة السورية، فإن
موسكو تواصل تشددها في انتظار إجراء «مساومة كبرى » مع الغرب تحقق عبرها ما تصبوا إليه من
مكاسب. فالكرملين، على ما يبدو، يعتبر الثورة السورية فرصة تاريخية لإثبات وجود روسيا على الساحة
الدولية كلاعب رئيسي في إطار ما يروج له مع الصين من ضرورة بناء نظام عالمي متعدد الأقطاب بغض
النظر عن سقوط آلاف القتلى والجرحى وإهدار حقوق الإنسان وارتكاب النظام السوري لجرائم ضد
الإنسانية. فهذا الجانب الحقوقي من الجوانب الضعيفة للغاية في السياسة الخارجية والداخلية لروسيا.
ونعتقد بوجود «تفاهمات أولية » بين موسكو وواشنطن تجلت في دعوة لافروف وكيري في السابع
من مايو / أيار 2013 إلى عقد مؤتمر دولي «جنيف »2 لتسوية الوضع في سوريا على أساس وثيقة
«جنيف » الموقعة في شهر حزيران 2012 . فالتخوف الروسي الأمريكي المشترك من «الجماعات
الإسلامية المتطرفة »، ربما دفع البلدين إلى مثل تلك التفاهمات الأولية، والتي لا تعني بأي حال غياب
خلافات بينهما بشأن التسوية، وتحديداً حول مصير الرئيس السوري. فمصير الأسد، حسب الكرملين،
يمكن التطرق إليه بعد بدء المفاوضات وعندما يقترب موعد الاستحقاق الرئاسي في العام 2014 .
وتعتمد هذه الرؤية، التي يبدو أنها باتت روسية أمريكية مشتركة حالياً، تعتمد على إبقاء جزء من النظام
السوري الحالي فاعلاً في أية تسوية سياسية مقبلة مع تطعيم هذا النظام مستقبلاً بعناصر من المعارضة
السورية. ولكن هذا الحل «المفترض » يواجه معضلات عدة، منها صعوبة ضمان موسكو لتنحي الرئيس
السوري حتى في العام القادم، وإغفال وجود لاعبين إقليميين باتت لهم قدرات كبيرة على التأثير في
الوضع الداخلي السوري. والأهم، برأينا، أن هذا الحل يتجاهل طموحات السوريين، الذين انتفضوا من
أجل الحرية والكرامة الإنسانية وبناء الدولة الديمقراطية المدنية

بلا شك شكلت ثورات الربيع العربي حالة من الصدمة غير المتوقعة لأغلب المستعربين
الروس ومن المحزن أن قدراتهم الإبداعية والعلمية لم تبتكر لفهم كل ما يجري في البلدان
العربية من تحولات عميقة بنيوية وفكرية وسياسية سوى ربطها بالمخططات الإمبريالية العالمية وحلف
الناتو. فعوضاً عن البحث في الأسباب الاجتماعية والسياسية ربطوا ثورات الربيع العربي بالعوامل
الخارجية والجيوسياسية، وإذا أخذنا بعين الاعتبار أن روسيا من الناحية الجيوسياسية تعتبر دولة أوراسية
وتربطها بالمشرق العربي علاقات تاريخية قديمة ثقافية وروحية، ولديها مدرسة استعرابية عريقة، كان
من المفترض من باحثيها المستعربين أن يدرسوا القاع العربي بعمق والتحولات الاجتماعية والسياسية
والفكرية التي جرت في المجتمعات العربية، وتحديداً في النصف الثاني من القرن الفائت. إلا أنهم
فضلوا اللجوء إلى أسهل الطرق، وحملوا الغرب الإمبريالي مسؤولية كل ما يحدث. ويمكن القول إن
مدرسة الاستعراب السياسية الروسية تعاني حالياً من أزمة عضوية أدت إلى إفلاسها وتقهقرها إلى
مستوى التحليلات السطحية التقليدية البعيدة عن التحليل العلمي الرصين، والاكتفاء بالقول: «كل
الذنب يتحمله الغرب .»
وتنحصر أسباب إفلاس مدرسة الاستعراب السياسية الروسية واغترابها عن الواقع العربي في عدة عوامل
أهمها:
أولا: لقد تأسست مدرسة الاستعراب السياسية الروسية الحديثة في المرحلة السوفيتية، وتحديداً في
بداية الخمسينات من القرن العشرين بعد وفاة ستالين، أي في بداية الحرب الباردة والمجابهة بين
القطبين العالميين الاشتراكي والرأسمالي على الساحة الدولية. في تلك المرحلة اتجه الاتحاد السوفيتي
للبحث عن حلفاء له في بلدان العالم الثالث، ومن ضمنها دول المشرق العربي، التي أحرزت استقلالها
السياسي بعد الحرب العالمية الثانية، وبدأت تتطور اقتصادياً واجتماعياً تحت قيادة البرجوازيات المحلية
الوطنية، ضمن استمرارية مشروع النهضة العربي الذي بدأ في النصف الثاني من القرن التاسع عشر.
تنحصر مشكلة مدرسة الاستعراب السوفيتية الغارقة بالمقولات الإيديولوجية الشيوعية، أنها نظرت إلى
دول المشرق العربي بمنظار ماركسي لينيني، ومن زاوية الصراع بين الاتحاد السوفيتي والإمبريالية
العالمية بزعامة الولايات المتحدة الأمريكية. ولذلك قيم المستعربون السوفييت الأنظمة العربية التي
كانت سائدة في الخمسينات من القرن الفائت بأنها أنظمة رجعية وتدور في فلك الإمبريالية العالمية،
وكل مشروع النهضة العربية الطامح نحو إقامة أنظمة مدنية ديمقراطية، كانت تنظر إليها مدرسة
الاستعراب السوفيتية لا أكثر من أنها دعايات وشعارات إمبريالية أمريكية.
في المقابل، قدم الاتحاد السوفيتي مختلف أشكال الدعم للحركات والأحزاب السياسية القومية
واليسارية مثل حركة القوميين العرب والناصريين والبعثيين، وأطلق عليها مصطلح الحركات «الثورية
الديموقراطية »، تيمنا بظاهرة الديمقراطيين الثوريين الروس، التي كانت سائدة في روسيا في النصف
الثاني من القرن التاسع عشر. وقيمت المدرسة الاستعرابية السياسية السوفيتية إيجابياً الانقلابات
العسكرية في مصر عام 1952 وسوريا عام 1963 وغيرها من الدول العربية، مثل السودان والعراق وليبيا
والجزائر بقيادة الحركات والأحزاب «الديمقراطية الثورية »، واعتبرت الأنظمة السياسية التي أنتجتها هذه
الانقلابات العسكرية أنظمة تقدمية معادية للقوى الرجعية والإمبريالية العالمية. ولم تأخذ بعين الاعتبار
حقيقة أن هذه الانقلابات العسكرية حرفت الدول العربية عن مسار تطورها الطبيعي، وأدخلتها في
متاهة العطالة الاقتصادية والاجتماعية والسياسية، تحت شعارات براقة مزيفة. وهذه الحقيقة لم تكن
تهم المستعربين السوفييت، وكل ما كان يهمهم هو بروز حلفاء جدد للاتحاد السوفيتي على الساحة
الدولية، في صراعه ضد المعسكر الإمبريالي العالمي بزعامة الولايات المتحدة الأمريكية. وبالنسبة
لصيرورة تطور الأنظمة التقدمية اجترحت قريحة المستعربين السوفييت نظرية «التطور اللا رأسمالي ،»
اعتقاداً منهم أن هذه الدول يمكن أن تقفز فوق مرحلة الرأسمالية، وتنتقل فوراً إلى النظام الاشتراكي.
وفور ذلك قامت هذه الأنظمة بنسخ التجربة السوفيتية الاقتصادية والاجتماعية، من خلال الإصلاح
الزراعي وتأميم الشركات الصناعية الكبيرة والمتوسطة وأحياناً الصغيرة، والهيمنة على التجارة الخارجية
والداخلية. وقد أدت عملية النسخ المتهورة للتجربة السوفيتية وتطبيقها على الواقع العربي إلى نتائج
اقتصادية واجتماعية كارثية، أدخلت «الدول التقدمية » في حالة من العطالة والشلل الكامل، وأصبحت
تعيش على معونات الدول الخليجية الاقتصادية والقروض الأجنبية. ونظراً لتدهور الأوضاع الاقتصادية
والاجتماعية، وانتشار الفساد والرشوة والبيروقراطية في الدول «التقدمية » ونهب ثروات البلاد، وخشية
سقوط هذه الأنظمة، قامت الفئات الفاسدة الحاكمة «الديمقراطية الثورية » بنسخ تجربة المخابرات
والأجهزة الأمنية في الدول الاشتراكية، وخاصة السوفيتية والألمانية الشرقية، لقمع الشعوب العربية
وتحويل المجتمعات «التقدمية » إلى سجون ومعسكرات اعتقال.
ثانيا: الموقف السلبي الذي تتخذه مدرسة الاستعراب الروسية من الإسلام ودوره في الحياة الروحية
والاجتماعية والسياسية في المجتمعات العربية والإسلامية. ومن دون أخذ العامل الإسلامي بعين الاعتبار
ودوره لا يمكن فهم حقيقة ما يجري في الدول العربية، وبالأخص دور الإسلام الروحي والفكري على
أثر انهيار الإيديولوجيات القومجية والماركسية، وبالأخص على أثر فشل التجارب الشمولية في الاتحاد
السوفيتي ودول أوروبا الشرقية ومثيلاتها في مختلف القارات. وتعود جذور موقف مدرسة الاستعراب
الروسية السياسية السلبي من الإسلام إلى المرحلة السوفيتية التي كانت تعتبر الأديان معرقلة لتطور
المجتمعات، وهذا الموقف السلبي من الإسلام دفع الاتحاد السوفيتي للاعتماد على الأقليات الدينية،
كما هو الحال في سوريا، وعندما ثار الشعب السوري من أجل حريته وكرامته نسي المستعربون الروس
المدخل الاجتماعي والسياسي في تحليل الحركات الاجتماعية والسياسية، واعتبروا ما يجري في سوريا
ثورة السنة ضد سلطة الأقليات الدينية، ولم يفهموا أن جوهر الثورة السورية وهدفها هو الإطاحة بنظام
ديكتاتوري شمولي والانتقال إلى نظام ديمقراطي تعددي يحرر كافة أطياف الشعب السوري من سلطة
الاستبداد والفساد.
ثالثا: اعتبرت مدرسة الاستعراب السياسية الروسية أن ثورات الربيع العربي ستؤدي إلى الإطاحة بالنخب
الحاكمة في الدول العربية، وستعم الفوضى والخراب، وبنتيجتها ستفقد روسيا مصالحها، كما جرى في
ليبيا وقبلها في العراق. وهذا الخوف الروسي من ثورات الربيع العربي يكمن في أن الروس، وعلى
مدى عدة عقود، كانوا يحصرون علاقاتهم مع الدول العربية بالنخب الحاكمة، ولم تكن لهم علاقات
وقنوات مع الأحزاب والحركات المعارضة، ولذلك كانوا بعيدين عن الشارع العربي، ولم يفهموا حقيقة
أن الشعوب العربية تعتبر الحكام العرب فئة فاسدة تنهب ثروات البلاد، وخائنة لمصالح الشعوب
العربية القومية، وما هي أكثر من بيادق تتربع على عروش الحكم بدعم من الدول الغربية، ولذلك لم
يفهم المستعربون الروس أن في ثورات الربيع العربي توجِد اتجاهات معادية للسياسة الأمريكية في
منطقة الشرق الأوسط المؤيدة للسياسة الإسرائيلية على عدة عقود.
ويمكن القول إن إخفاق مسيرة التحولات الديمقراطية في روسيا على أثر انهيار الاتحاد السوفيتي،
ساهم إلى حد كبير في عودة هيمنة التيارات الفكرية والسياسية ذات الطابع القومي في الساحة
الفكرية والسياسية الروسية. ولذلك لا يفهم المستعربون الروس لماذا تريد الشعوب العربية الحرية
والديمقراطية، والشعوب العربية أيضا، وبالمقابل، لا تفهمهم. ولا يمكن أن تغفر لهم مساندتهم
المفتوحة واللاأخلاقية للطغاة قتلة الشعب في سوريا

Silence of the “Lambs”?
Loss of the center Edlib didn’t meet any Assad resistance worth mentioning. Why?
First reason: regime reliance on securing big cities while disregarding the countryside.
Not at all.
As Edlib is a strategic city. It enjoys a special status as a link between Halab and Latakia and between Halab and Homs.
Moreover, it separates the areas controlled by the regime within the province from the remaining regions.
So why and what is wrong with Assad army?
Regime limited mobilization towards Edlib shows the fact that Assad went from being in an offensive position to becoming in defensive one.
Large numbers of troops from Popular Committees, National Defense Forces were confused and upset with the regime’s leaders, refusing to fight alongside the regime following disputes and arguments with the security leaders.
Those disagreements have reached the point of cursing the regime and al-Assad in public.
Moreover they have known well that they would fight a lost battle and played the price for it alone.
Above mentioned developments have affected regime’s loyalists and generated climate of anarchy and accusations between secure leaders in Hama, especially since the regime’s leaders in the capital have held Colonel Suheil al-Hassan, a.k.a. An-Nemr [the tiger] who (reportedly) was responsible for the “security anarchy” in the pro-regime areas in Hama and for collapse of the fronts in Adlib.
In my view the Tiger was one who has ability to challenge Assad and find common language with rebels to make a “hudna” on his own terms ignoring Assad’s inner circle. By this he makes a real challenge to Assad’s regime.
I wish the Tiger was a special guest during Moscow-2 having his sit opposite regime delegates. It would make more sense and realistic approach that could provide some sort of break through during this forum.
But to implement this scenario the forum must be organized by Russian military (GRU+SVR).

“Muslim Brotherhood” and the Syrian crisis
“Muslim Brotherhood” is one of the oldest Islamic movements Syria and were most fully represented in the modern political history of the country. They attracted the most attention of the West, as many experts believed that it was “brothers” will play a leading role in postaasad Syria. At the same time, their contribution to the Syrian revolution was actually quite modest and limited, and their relationship with other units of the Syrian armed opposition were far from unique.
Difficulty in determining the real power and influence of this organization in the Syrian crisis, due to their long absence in the political life of the country after the suppression of the uprising in Hama famous in 1982. During this period, the movement was in a state of armed confrontation with the ruling regime. In this regard, the Syrian authorities have tried to virtually eliminate the movement in Syria, was jailed and physically destroying tens of thousands of its members and supporters, and the survivors were forced to go abroad. In 1980 a law was passed known №49, according to which only the very affiliation provides for the death penalty. The adoption of this law was the attack “Fight avant-garde” – undercover unit “brothers” in the military barracks in Aleppo in 1979. After the adoption of the law department of Damascene “brothers” actually disbanded, and was engaged in preaching and educational activities, moving away from armed struggle against the regime. Some members of the organization were included in the “militant vanguard”, while others went to Aleppo. However, due to the secrecy many members of the organization and could not be “calculated” by Syrian intelligence services and at the same time continued to remain in Syria.
Since its inception in Syria movement suffers from a number of inconsistencies in management and regulation of their activities grounds of geographical location between Aleppo and Hama, as well as on a number of ideological attitudes, wavering between extremist and moderate direction.

Indeed, over the last decades before the Syrian Revolution movement torn contradictory trends. So in the 50s XX century movement led an active political work, participated in elected bodies and even been submitted to the government under the leadership of its leader and founder, Mustafa al-Sibai. For decades, until the end of the 90-ies of XX century in the movement did not stop a sharp struggle between the younger and older generations, members of the organization. At the same time during this period in the movement was created secret unit “militant vanguard”, which conducted a series of military operations in the late 1970s and early 1980s. against the regime, which has strengthened the brothers confrontation with the authorities. A number of members of the “brotherhood” denied belonging to the avant-garde and did not want to have anything to do with him. After the massacres of members of the “brotherhood” in Tadmurskoy prison and a series of armed clashes with the regime of the organization adopted the so-called “Charter of armed Islamic Revolution.” Despite the fact that the Charter provided guidance on the establishment in Syria of a pluralistic and secular state, proclaimed the principles of change of power and respect for minority rights, the document as the main strategy to fight the regime adopted a method of warfare. In 1980, in neighboring Iraq has created a movement fighting training camps, which unites members of the organization.
In spite of this manual “brothers” continued to have differences on the issue of whether it was necessary to join forces with other political forces and secular movement in Syria. However, the difficult position in the leadership of the brothers and attempts to eliminate a number of their leaders abroad have led to the fact that the organization has considered armed way to combat mode as the only alternative.
However, by the end of the 90s in policy statements and actions of some organizations began showing signs that established a transformation within him. Under the leadership of Ali Sadreddine Al-Bayanouni (2006-2011) on the move strengthened the reformist tendencies, and there was some openness in relation to other political forces in Syria. The coming to power in the SAR Bashar al-Assad and his policies in the country dubbed the “Damascus Spring” contributed to the strengthening of such a reform-oriented and openness, which enabled a number of opposition movements to the surface in Syria and some increase their activity and social mobility.
Such a new orientation is reflected in the form of documents, which were adopted by the organization, as well as in the development of several projects, the implementation of which she participated, together with other opposition forces, as was illustrated by the “Damascus Declaration”. “Declaration” is focused on peaceful political reform methods. It contained calls for the continuation of the democratic process, party pluralism, repeal of the state of emergency, to stop the monopoly of the Baath Party, etc. Simultaneously, the “brothers” were to participate in the “Salvation Front”, which was founded in 2005, escaped to the West by the former vice-president of ATS AH Khaddam.
The most important document was adopted “brothers” in 2004. It reflects the views of the organization for the future Syria. The document reflected a gradual shift in the ideology of the “brothers” in the direction of democracy, pluralism, the change of power, freedom, minority rights, respect for human rights and civil liberties organization’s commitment to religious principles.
Along with other groups and organizations acting in Syria, which, one way or another, linked to the “brothers” existed, so-called “Association of Syrian ulama ‘, headed by one of the most respected in the country and beyond religious figures Mohammed Ali al-Sabuni. The Association holds the position of moderate Islam, and was engaged in educational activities, issuing fatwas. She held various kinds of public events in support of the revolution. Another important organization has literary associations al-Sham (which included only male authors), headed by Abdullah al-Tantawi. She led an Internet site, which published materials in support of the revolution.
One of the most important social organizations of Syria, the activities of which has always been a matter of speculation as to its relations with the “brothers”, was the organization of “Al-Watan”. This non-profit civil society groups has been registered in the UK. It also announced its plans to open branches in various parts of Europe, Turkey and the United States. “Al-Watan” denied that engage in political activity. It consisted of several different organizations and committees, such as, for example, “al-Ryan” (which was engaged in the creation of charitable and humanitarian work in Syria) “Jabal al-Hurrayya” (organization of courses teaching the fundamentals of human rights and civil liberties) Syrian Freedom Center “Huriyyat” (humanitarian action) Syrian center of education, business center Syria, the Syrian National Information Center, charity “alHeyr.” “Al-Watan” is one of the most important companies specializing in the organization of charitable and volunteer activities to help Syria.
In 2013, “Watan” led Muazzam al-Sibai. Anas al-Sibai led the charities’ al-Hare. ” Ahmed Muhandis led the General Assembly, “Al-Watan”. There included a large number of Syrian exiles and political activists. “Al-Watan” serves as a link between immigrants and organizations involved in humanitarian assistance in Syria. At the same time, some observers have considered “Al-Watan”, as a center for recruiting in the “brotherhood”.
That remarkable role “brothers” played in the political sphere abroad was be compared with the modest and limited the role they played in Syria and armed insurrection in particular. Experts did not see this is nothing surprising as “brothers” after the events of 1980 very long absent from the political arena, Syria. Moreover, sheikhs, leaders who stood at the head of the movement refused to recognize the serious changes that have occurred in the country and society over the past decade. It should be borne in mind that, historically, in the Syrian city has always served as a stronghold of major popular movements. In 2011, the number of representatives of a foreign affiliate “brothers” won seats on the executive committee of the SNA, which later in 2012 included several members as a response to the challenges of the Syrian revolution.
Protest activities “brothers”, which in the initial period of the uprising, wearing the overall peaceful, began among its youth groups operating in the Syrian diaspora abroad. Most clearly it manifests itself in the information field. At the beginning of the conflict a number of young members of the organization have created a special website dedicated to the revolution. After their page on the Internet has become an important forum to discuss the latest news from Syria. One such youth groups, which played an important role in highlighting the Syrian uprising, was the group, which included Obadia en-Nahass (director of «Orient Center in London») and Ahmad Ramadan, who left the organization after 2010 when the “brothers” took control of the department in the city of Hama. In 2011, they created the so-called Forum “National action” on which pages the reformist ideas were discussed and democratic content. They actively participated in the creation of SNC in October 2011. Ramadan Ahmed and Muhammad Tayfur were elected members of the Executive Committee of the SNA. A number of foreign and Syrian opposition groups accused “Brothers” in an attempt to control the SNC that “brothers” has consistently denied. Indeed at that time “brothers” had one seat on the Board and 6-7 seats in the General Assembly of the SNC.
Later in Doha 2012 was created National Coalition for Syrian Revolutionary and Opposition Forces. This was the initiative of a number of “Friends of Syria” who sought a way to create a wider format for the organization, merge several trends in the Syrian opposition movement, which reduced the representation of the “brothers” in the structures of the Syrian opposition, which eventually became quite prominent in the SNA. Despite the fact that the “brothers” did their best to reduce their participation in the ranks of the Syrian opposition abroad, they are constantly accused of seeking to dominate in these groups. “Brothers” is also accused of supporting a number of opposition leaders who had the reputation of secular leaders such as Burgan Latrine, George Sabra and al-Khatib Moaz.
In July 2012, the post of chairman NKSRO was elected Ahmed Jabr, who was considered a person close to Saudi Arabia. His election reflects the changing balance competing forces at the regional and inter-Arab level in their influence on National Coalition. It also meant undoubted victory CSA, which was basically against the “brothers”. This decision went against Saudi Arvii aspirations of Qatar and Turkey, which have been the largest regional sponsor “brothers” in the revolutionary movement in the political, financial, advocacy relations.
From the outset, the Syrian revolution movement in his work and statements made emphasis on the fact that it does not own in the Syrian armed cells. The organization’s representatives strongly emphasized that its members are engaged exclusively in the provision of financial and logichtisekoy support to armed opposition groups, it employs more reconstruction and reorganization of its movement and tends to focus on the provision of charitable and humanitarian aid.
However, regarding the participation of the “brothers” in the armed struggle and their links with other armed groups have always been some doubt. Such doubts intensified when one of the prominent representatives of the movement M. Tayfur spoke about the relations with the organization Committee to Protect revolution. This paramilitary organization was established in late 2012. At the same time the leader of the “brothers” Mohammad Riyad al-Shakva , said that the organization is not an official sponsor of the Committees, and they do not play a leading role in the Syrian armed resistance.
In order to compensate for their low participation in armed Syrian uprising and the lack of ownership of the largest armed groups, “brothers” wanted to operate under the auspices of such militias known as “al-Faruq Brigades” and other Islamist groups, united under the banner of Front for the Liberation of Syria, who were ideologically most moderate wing close to the orientation of the “brothers” At the same time united front of various groups, some of which were close to his political guidelines for the type of Salafi Islamic Front, “Al-Nusra” and ISIL.
Despite the limited participation (financial and logichsticheskoe) in an armed uprising “brothers” constantly under attack from other fronts and movements. They accused them of that by providing financial support and logichsticheskoy detachments of armed resistance “brothers”, thus seeking to take them under their control or to impose its ideology, as well as secure their loyalty.
Given emerged in Syria ideological vacuum, it was really difficult to determine the true extent of the influence of the “brothers” in the course of an armed uprising, the more their quantitative participation. Last (the size of the fighting members) is a constant subject of dispute different experts. Thus, a number of them believed that the closest to the brothers and their detachment stronghold served committees to defend the revolution. Committees really had a big conference in Istanbul in 2012 with the participation of many prominent members of one of the main of which was al-Bayanuni. It is composed of units that were called “shields”. They have offices in various parts of Syria. Their emblem was depicted swords, dove and branches. This symbol resembled the logo of “brothers”, which depicts two swords separated Koran. Committee (“Boards”) declared the goal of coordination among different groups and the establishment of the Syrian army cells professional future. They also advocated the creation of a democratic secular state based on the principles of citizenship. According to the Syrian researcher member SNA A. Al-Hajj “brothers” in October 2012 created the “Assembly of the battalions of the world”, which included “Army Abdulfattaha Abu Ghuda” who fought in the old quarters of Aleppo. By the end of 2012, leaders of the “Muslim Brotherhood” began to seriously think about in order to resume work organization in Syria, as well as working to resume the call (“ad-Dawa”) to charity and volunteering, but on a new basis.
As already mentioned the leaders of “brotherhood” of his leading members within Syria were divided into several groups and on several levels. Some members of the organization were the ones who in 1992 was released from prison under the regime of written commitments out of engaging in political activities in Syria. The organization sought to reorganize the group of persons by updating the organization’s mission and its activities. A second group of older members of the organization, which has not been disclosed by the Syrian security services to operate deep underground and kept secret contacts with members of the organization. The third group consisted mainly of those who have lived abroad. At the same time, not all of the above members of the organization have an equal commitment to the organization and the same degree of willingness to work with her. In fact, many of them went to the privacy and engaged in their families and businesses.
Since the beginning of the revolutionary movement, its development, escalating into armed struggle, the transition of the territory under the control of the rebels, “brothers” have adopted a new strategy to return to Syria, in order to revive the movement and adapt it to the new conditions. So at the management level was established two offices one in Ham, the other in Aleppo, and was created by the Board. The composition of the Board includes 22 people (including 2 women), most of whom were between 40 and 60 years.
In early 2013 “brothers” decided to rebuild the organization from the inside. In this case, reliance was made on the old proven members, who were in hiding, and as a method of action were elected covert operations. They were asked to renew membership in the organization, and to initiate activities to spread the call. Begin to work, it was decided among those who have relatives were killed or missing in prisons. On the foreign level, it was decided to intensify work among the members and their families and relatives. As a result, many managed to return to the organization, and its strength has increased markedly. At the same time, “brothers” attentive to the selection of new personnel in accordance with their views, political activities, with respect to the “brotherhood”, its internal statutes and rules of operation. In August 2013 the first official branch of “Muslim Brotherhood” was opened in Aleppo in the presence of its leading members.
In the period of 2013- beginning of 2014 movement worked to build his new political party. The new name of the party “Waad” acronym, which means homeland, justice, democracy. In August 2013 in Istanbul hosted the first organizational congress of the party. Some believed that “Waad” was supposed to be more liberal than the Egyptian party “Justice and Freedom”. Рожденный революцией – «постмодернистский» ислам в Сирии.
Сегодня, когда краткосрочная перспектива сирийского режима просматривается достаточно ясно, есть смыл задуматься о будущем политическом и общественном устройстве Сирии. И здесь, конечно, не обойтись без так называемого «политического ислама». Тем боле, что события в Египте, Тунисе, Марокко и, отчасти, Ливии, связанные с процессом выстраивания новых элементов политической системы, в ходе, которого решительно заявили о себе представители исламских политических движений, вновь возбудили у части местных и зарубежных экспертов и политиков опасения относительно возможного прихода к власти в этих и других странах Арабского мира «исламистов».
Немалая часть представителей этого экспертного сообщества и политической элиты склонна связывать, вхождение «исламистов» в структуры власти этих государств с их превращением в конечном итоге в исламские «эмираты», ухудшением положения религиозных меньшинств, наступлением на гражданские права и свободы законов шариата и, вообще, целым комплексом негативных процессов. Отчасти такая трактовка событий объяснима и высказываемые опасения понятны.
Долгое время представители политического ислама в арабских странах находились на положении гонимой оппозиции и скептически воспринимались правящей элитой этих стран, многие представители которой по-прежнему сохраняются на местах.
С другой стороны, различные отряды исламской оппозиции по-разному проявили себя за последние десятилетия. Некоторые из них, отчаявшись добиться от власти уступок, встали на путь радикализма и даже вооруженной борьбы. Лозунг «Ислам – вот решение», хотя и снят сегодня с повестки, но продолжает сохраняться в памяти многих людей, особенно, из числа религиозных меньшинств. В тоже время, в целом успешный опыт правления исламской партии ПСП в Турции не может оставаться незамеченным, хотя бы ее партнерами по НАТО, и многими арабскими политиками. Да и иранская модель, несмотря на свои особенности и сохраняющееся недоверие к Ирану, доказала, что смогла превратить Иран в региональную державу, с которой приходиться считаться не только арабам, но и США и ЕС.
Скорее всего, высказанные выше озабоченности, можно отнести по большой части к опасению неизведанного. Речь идет, прежде всего, о том, что многим действительно сложно уверенно определить поведение «исламистов», если они придут к власти.
Ведь еще до начала арабских революций в странах действовало несколько влиятельных политических сил в лице так называемой президенции (это понятие значительно шире, чем аппарат президента), чиновничье-бюрократической элиты, армии и “исламистов”. Последние просто олицетворяли собой внесистемную силу. После революций, положение изменилось. На политической арене арабских стран остались только две сохранившие свою структуру и ресурсы силы – армия и “исламисты”, способные взять власть, добытую кровью революционного народа. «Исламистам» стало еще проще. Они стали (вернее готовятся стать) частью новой системы. И только военные могут составить им реальную конкуренцию.
История взаимоотношений власти и исламских организаций в современной Сирии, а также алгоритм их взаимодействия определялись совокупностью политических, экономических, социально-культурных и исторических факторов.
Первыми гражданскими правительствами, пришедшими к власти в Сирии после обретения политической независимости в 1943 г., предпринимались попытки создать новую социально-политическую систему по либеральным образцам прежней метрополии. Наряду с созданием «светских» партий религиозные организации пользовались значительной свободой в выражении своих политических взглядов. В 1950-е гг. в демократически избранном сирийском парламенте заседали представители религиозной организации «Братья-мусульмане». Несмотря на приход к власти в стране партии Баас в марте 1963 г., в стране еще в течение нескольких лет на базе национальной платформы происходило объединение светских и религиозных политических сил и движений.
Однако к середине 1970-х гг. мирное сосуществование власти и «братьев» завершилось. В период с 1976 по 1982 гг. движение «братьев-мусульман», часть отрядов которого пытались вооруженным путем добиться свержения действующей власти, было полностью разгромлено. В этот же период был принят не отмененный до сих пор закон № 49, согласно которому сама принадлежность к «братству» карается смертной казнью. Свою деятельность сирийские «братья» продолжили в ряде соседних арабских стран и западноевропейских государств.
Однако по мере того как идеологические скрепы (социализм и арабский национализм в их сирийской трактовке) мобилизационной модели общества стали давать сбои, власть решила приспособить «умеренный» ислам в качестве одной из идеологических подпорок для манипуляции общественным сознанием, в котором все заметнее усиливались консервативные настроения. В 80-90-е гг. XX в. в сирийском политическом дискурсе все чаще начинает появляться религиозная риторика. Все более заметным становится религиозный элемент в социально-культурной деятельности государства. Строились новые мечети и медресе, общее число которых в 90-е гг. приблизилось к 3 тыс.
В условиях постепенной исламизации общественной и культурной жизни светская составляющая национальной идеологии все больше отходила на задний план. В практическом плане это выражалось в заметном увеличении числа одетых в хиджабы женщин в общественных местах и сочинений религиозного характера на полках книжных магазинов. Религиозные дисциплины стали шире внедряться в образовательные программы высших учебных заведений страны, особенно на гуманитарных факультетах. В качестве обязательного элемента оформления аппарата научных работ становится цитирование трудов исламских богословов. Крупнейшим государственным центром обучения являлся шариатский факультет Дамасского университета. Во второй половине 1990–х гг. на его курсах училось около 4 тыс. студентов.
Основными причинами активизации деятельности «исламистов» послужили ухудшающееся экономическое положение в стране, снижение жизненного уровня населения и, как следствие, рост социальной напряженности. В сирийском руководстве осознавали, что рост религиозных настроений в стране невозможно было повернуть вспять, и главной задачей в этой связи становилось придание процессу исламизации контролируемого характера, не несущего в себе угрозы режиму.
Одновременно сирийским спецслужбам была поставлена задача – усилить работу в национальных и зарубежных исламских центрах с целью нейтрализации их усилий, контроля над их деятельностью и предотвращения провокаций. Режим в большей степени был обеспокоен не столько радикальной внутренней исламской оппозицией, которая, несмотря на ряд досадных накладок, в целом уверенно контролировалась органами безопасности, сколько ее связями с зарубежными исламскими организациями и активно развивавшимся процессом массовой исламизации сирийского общества. Освобождение из тюрем около 2400 политзаключенных в середине 1990-х гг. (на условиях их письменного отказа от продолжения борьбы с властью и занятия политической деятельностью), большинство из которых принадлежало к группировке “братья-мусульмане” и обвинялось в причастности к незаконной деятельности, послужило определенной разрядкой в отношениях между властями и исламской оппозицией.
В этот период в сирийском руководстве полагали, что страна не может себе позволить легализовать деятельность «исламистов». Дамаск считал, что в случае каких-то осложнений или катаклизмов в стране «братья» могли бы вновь оказаться «по другую сторону баррикад».
Предпринимавшиеся режимом попытки по созданию так называемой исламской партии, преимущественно из числа суннитов, во главе с известными представителями религиозного истэблишмента САР М.Шейхо и Р.Бути окончились неудачей. Власти планировали в дальнейшем интегрировать ее в существующую политическую структуру (НПФ) и таким образом канализировать исламские настроения. Выражая полную ло¬яльность режиму и лично президенту, верховный муфтий САР А.Кефтару, а также М.Шейхо и Р.Бути высказались против подобной идеи, мотивируя свою позицию тем, что, во-первых, большинство членов НПФ – мусульмане, а создание подобной партии при наличии в стране представителей других религий неминуемо привело бы к стремлению создать их свои собственные партии и, как следствие, возможному обострению конфессиональной обстановки.
В целом, сирийскому руководству, несмотря на множество конфессий и течений в них, удавалось обеспечивать, в том числе и силовыми методами, межконфессиональный баланс в стране. Властям удавалось придать процессу исламизации стабильный и контролируемый характер.
Приход к власти в Сирии президента Башара Асада в июне 2000 г. внес определенные коррективы в отношения нового политического руководства с исламскими организациями. Б.Асад отменил изданный в 1983 г. указ, запрещавший ученицам и студенткам одевать хиджаб. В 2003 г. был издан указ, согласно которому военнослужащим срочной службы разрешалось молиться в военных лагерях. Данный шаг противоречил всей прежней практике властей, которые стремились искоренить в армейской среде любые проявления религии. Отношение к исламу в армии ограничивалось присутствием в Омеядской мечети ряда крупных сирийских военачальников вместе с президентом по праздникам.
Ряд лидеров зарубежной исламской оппозиции в лице «братьев-мусульман» обратились к Б.Асаду с предложением начать диалог о примирении с властью и возвращении в Сирию. В ноябре 2000 г. Б.Асад распорядился выпустить из сирийских тюрем около 400 членов организации. Несмотря на то, что после прихода к власти в стране Б.Асада большинство сирийских «братьев» отреклись от насилия как средства политической борьбы, власти опасались перспективы объединения или тесного сближения исламистских оппозиционных организаций с либерально-демократическими силами.
Тем не менее, сирийские власти не хотели иметь дело с «братьями» как с организацией и не считали целесообразным сотрудничать с подобными радикальными исламскими группировками.
С другой стороны, процесс роста политического ислама в САР ставил перед сирийским руководством вопрос о неизбежности допуска представителей патриотического исламского движения к участию в государственных делах. Однако подходить к решению этого вопроса власти намеревались очень осторожно и избирательно.
Несмотря на это, накануне революционных событий в Сирии, рост религиозных настроений в стране был виден на каждом шагу. Можно сказать, что Сирия испытывала растущую религиозную экспансию в общественной и культурной жизни.
В обиход вошли домашние собрания женщин, на которых обсуждали вопросы религии, изучали религиозные дисциплины. Руководителям религиозных общин было предоставлено больше свободы для обсуждения актуальных политических вопросов. Настоятели крупных мечетей, как и прежде, находились под контролем местных спецслужб, однако в малых городах и сельской местности, где прочно обосновались приверженцы салафитского толка, эта практика уже не действовала. Судебные органы значительно жестче, чем прежде, реагировали на нарушение религиозных норм поведения и исламской морали, особенно в течение месяца рамадана. Все чаще встречались случаи, когда привычная государственная цензура произведений искусства и науки, определялась религиозными деятелями.
Верховный муфтий САР Салах Кефтару – сын покойного муфтия Ахмеда Кефтару – неоднократно выступал по пятницам с проповедью перед 10-тысячной толпой в дамасской мечети «Абу Нур». Он также руководил крупнейшей в Сирии религиозной образовательной организацией, число учащихся в которой выросло с 2002 по 2005 гг. с 5 до 7 тыс. человек. По мнению С.Кефтару, возрождение ислама в САР являлось результатом полного провала политики светских властей арабских стран, что вынуждало молодежь искать альтернативу официальной идеологии. Подобное заявление, сделанное еще несколько лет назад, неминуемо бы привело к аресту муфтия.
На протяжении последних 40 лет правящая партия – ПАСВ, основанная на светских идеях арабского национализма, вела непримиримую борьбу против любых проявлений радикального ислама. За несколько последних лет до революционных событий, ее отношение к исламским организациям изменилось.
Ряд высокопоставленных партийных функционеров считали, что баасистам необходимо сблизиться с патриотическим исламским движением для того, чтобы таким образом повысить свою популярность среди широких слоев сирийского населения, прежде всего молодежи. Шейх М.Хабаш, член парламента, представлявший интересы патриотических исламских движений, выступал за диалог власти с «умеренными» исламским организациями.
По его оценке, около 80% «современной исламской улицы» на Арабском Востоке – было представлено традиционалистами-консерваторами, которые не признавали другой веры, кроме ислама; 20% – позиционировали себя как «реформаторы», считавщие, что к вере в Бога «ведет не одна дорога». И только 1% можно было отнести к «радикалам» и экстремистам.
Наиболее активно представители исламских движений Сирии действовали в сфере идеологии. На практике это выражалось в поддержке ими правозащитной деятельности в стране. Некоторых сирийских правозащитников даже стали ассоциировать с исламистами.
Однако по мере изменения политической конъюнктуры в стране риторика исламских движений могла измениться, а сфера их деятельности расшириться. Тем более что за несколько последних лет до сирийских событий в социальной структуре страны укрепились позиции так называемого исламского среднего класса, который мог обеспечить финансово-экономическую основу своим представителям во власти.
Таким образом, история взаимоотношений власти и общества в лице исламских организаций в канун революционных событий в Сирии носила неоднозначный и не всегда ровный характер.
По сути, речь шла о постепенном изменении авторитарных методов государственного управления и механизмов манипулирования обществом в интересах правящего меньшинства в пользу большей либерализации действующей политической системы. Подобная трансформация основных парадигм существующей социально-политической системы Сирии была необходима для обеспечения стабильности действовавшего там режима, преемственности руководства, поступательности развития, сохранения внутреннего порядка и безопасности страны, особенно, на этапе смены власти. В Сирии власти фактически признали факт наличия в стране движений политического ислама и пытались адаптировать их умеренное крыло к действующей государственной системе преимущественно в социальной и интеллектуальной сфере. Тем более что в отличие от периода 1970-1980-х гг. в Сирии «Братья-мусульмане» в основном отказались от активной вооруженной борьбы с режимом.
В последние годы президент Сирии больший упор в планах развития страны делал не столько на распространение демократии, сколько на экономических реформах и частичной политической либерализации не затрагивающих основ правящих режимов. Одновременно в социально-экономической области должны были начать проводиться реформы структурного характера, которые бы позволили интегрировать группы общества с низкими и средними доходами в политическое пространство Сирии. Ведь именно эти слои среднего класса и малоимущих групп населения, прежде всего, поддерживали движения политического ислама, и составили в дальнейшем костяк воинствующего исламизма.
В результате властям Сирии не удалось окончательно покончить с отдельными выступлениями воинствующих исламистов и периодическими вспышками насилия. Понятно, что ограничения политической деятельности путем сохранения закона о чрезвычайном положении не могло решить проблему. Тем более что усилия властей по антитеррористической борьбе с целью укрепления внутреннего контроля и снижения риска мятежных выступлений не увенчались успехом. Репрессии в отношении умеренных «исламистов» не укрепили позиции власти в обществе. Более того, в Сирии после нескольких десятков лет борьбы с воинствующим исламом отмечалось возрождение радикальных настроений среди отдельных отрядов «Братьев-мусульман» и других исламских организаций, которые были готовы использовать силу против правящих режимов.
В условиях начавшейся в конце 2010 года на Ближнем Востоке «Арабской весны» властям Сирии, опиравшимся на мощный аппарат спецслужб и армию, вряд ли удалось бы эффективно контролировать действие исламского фактора в стране, не прибегая к открытому насилию.
Действительно, если рассматривать арабские революции в рамках религиозной парадигмы, то получается, что те страны, где они произошли и продолжаются (в том или ином виде) отличаются большинством суннитского населения. То есть главной движущей силой этих народных восстаний были и есть люди, исповедующие ислам суннитского толка.
При этом необходимо иметь в виду, что изначально ислам суннитского толка содержал много элементов, которые условно можно было назвать светскими, демократическими. Вернее он был более восприимчив к их осмыслению. В отличие от шиизма, насквозь проникнутого своеобразной вертикалью власти в лице института имамата. Возможно, это послужило одной из причин того, что первичная идеология иранской революции 1979 года в последующем претерпела ряд изменений. Ведь недаром в иранском теологическом сообществе до сих пор не утихают (скорее разгораются) споры об искусственности института рахбара и необходимости его отмены. На каком-то этапе, а, вернее к концу XI века, когда сформировались основные богословско-правовые школы (мазхабы), дальнейшая разработка в рамках аль-Иджтихада принципов ислама как идеологии и обоснования общественного устройства прекратилась. «Врата ал-Иджтихада” захлопнулись. Скромные попытки исламских реформаторов XIX века продолжить эту практику, особым успехом не увенчались и не были поддержаны большинством духовенства.
В условиях революционного подъема прежние запреты оказались сняты, что открыло путь для дальнейшего развития, трансформации, самосовершенствования, обновления ислама и как идеологии и как практики общественного устройства, особенно если “исламисты” собирались прочно утвердиться во вновь создаваемых структурах власти, в новой политической системе. При этом подобного рода трансформации в зависимости от складывавшейся внутренней политической коньюктуры и внешнего воздействия могли принимать абсолютно разные формы.
И это особенно было заметно в начальный период революционных событий в Сирии и других странах Леванта, где ислам традиционно был смешан с более ранними религиями и культурами Средиземноморья. Новый постмодернистский ислам – это продукт местных «мегаполисов», культуры “новых” горожан, требовавших свержения власти, которая более полувека тому назад пришла из дальних горных сел и захватила города, создав там свою культуру и установив свои порядки.
Эти “новые” горожане хотели установить новый тип власти, отличный от прежнего режима. Они мечтали учредить новый общественный порядок, основанный на новых принципах. Сирийские революционеры активно использовали интернет и новые технологии. Они выставляли тела убитых, портреты перебежчиков как иконы, хотя в исламе это категорически запрещено.
Возможно, это новое явление могло получить дальнейшее развитие, если бы сирийский режим во время отказался от силовых методов взаимодействия с протестующими и не призвал бы на помощь Иран и ливанскую «Хизбаллу».
В тоже время, несмотря на то, что сегодня в Сирии возобладала «джхадистская» идея, воплощенная в действиях ИГИЛ. было бы неправильным считать, что, рожденный революцией постмодернистский ислам полностью исчез и не имеет шансов на возрождение.
Поэтому его надо тщательно изучать. Так как он может еще при определенных политических условиях оказать свое позитивное влияние не только на саму Сирию, но и остальные части Арабского мира, а также и Европу, где как раз многие мусульмане в силу прямого и опосредованного участия в арабских событиях заметно радикализовались.
Это важно и для России, где проживает немало мусульман исповедующих ислам суннитского толка, многие, из которых сегодня открыто, опасаются, что их могут попытаться превратить во врагов власти, которой на деле они готовы служить.
Если допустить, что постмодернистский ислам Леванта это продукт новой городской культуры, то надо признать, что он должен неизбежно впитать в себя характерный для левантийских городов дух либерализма и стремления к демократии.
В условиях кризиса режима, который из последних сил защищает Асад и его сторонники, постмодернистский ислам может стать существенным дополнением в формировании новой идеологии обустройства общества.
